Structure Chart Estates, Facilities, Capital Director Head of Capital Deputy Head of Capital 2 Job Summary The post holder will be responsible for strategic and operational management of the capital team. As part of a dynamic estates team at the Northern Care Alliance you will provide day-to-day leadership, line management responsibilities, project management and coordination of a number of complex and high-level projects which will impact across the Trust. The post holder will use construction project management methodology including RIBA stages and be responsible for liaising with a range of services leads (both clinical and non-clinical), staff, service users and external stakeholders, in order to ensure full engagement and success of capital projects. Responsible for compiling the business plan and associated performance monitoring tools for area of activity, ensuring implementation and performance targets, strategic objectives are met. Contributing to corporate policies and strategy. Key Role and Responsibilities The postholder will be a key role within the Capital Development Team with responsibility for working with Capital Team, supporting all 5 care organisation to deliver major and minor projects across the Trusts estate and supporting with future developments. The successful applicant will have experience in the successful delivery of programmes: including appropriate oversight of project teams to ensure effective: project scheduling and programme level roll up for executive consumption, stakeholder engagement, procurement, financial management, project monitoring and control. The role will also involve capturing and interpreting technical guidance from estates, design teams and clinical / operational teams. We are therefore interested in applicants who have a background in delivering a complex programme of works within regulated and multi-stakeholder environments. Main duties include: Professional Duties o Manage and monitor, using complex programme management methodology for reporting on performance, risks, issues, timing, quality and benefits realisation. o Ensure programme is reporting through appropriate governance framework with monthly reports that are accurate, on time, quality and cost. o Advise Head of Capital on issues relating to capital project delivery, by exception reporting. Immediate escalation in respect of change to cost plan, budget, timelines of delivery / completion. 3 o Ensure required resources are included within the design of the capita programe to support organisational readiness o Responsible for monitoring the delivery of the capital programme ensuring that projects are delivered within agreed time and cost, meet user requirements and that the overall programme is value for money and delivered within the agreed funding envelope o Lead the team to manage projects through RIBA 1 – 7 o Ensure information (stakeholder requirements) is consistent with standards and collection is consistent across the organisation to support organisational readiness for decant and removal o Ensure a comprehensive risk management strategy is adopted for every project within the teams remit, which deals with complexity and potential impact on the programme. o Ensure projects deliver excellent healthcare environments through application of industry standards and best practice, embedded into the project delivery process. o Ensure projects are planned and executed with due care and consideraton to maintaining the health, wellbeing and safety of those involved in the delivery of projects, ensuring compliance to statutory regulations. o Responsible for effective stakeholder engagement to capture requirements used for decant strategies and that these requirements are supported and delivered through design and construction as well as being efficiently, effectively and safely handed over to clinical, operational and estates teams. o Seek guidance and advice where appropriate and have regard for professional actions and relevant codes of conduct. Analytical and Judgmental Skills 4 o Analyse, interpret and resolve highly complex problems where there is no precedent and where other leading opinions may conflict. o Develop frameworks for project monitoring and control, including analysis of existing progress and recommending areas for focus as part of the project steering groups and associated sub-groups / committees o Utilise data analysis tools to undertake bespoke analysis in relation to design and delivery o Maintain organisational standards and governance, enhancing and developing internal standards and process. Policy and Service Development o Review and interpret clinical, operations, estates and design teams information, advising on progress and development of the programme to mitigate key risks for the organisation via the delivery of the capital plan o Support the organisation’s Capital Development strategy by providing effective programme management techniques especially in relation to harnessing stakeholder insight and capturing clinical and operational detail regarding the services impacted by proposed capital interventions o Identify and implement service development opportunities to ensure compliance with statutory and contractual requirements and ensure that remedial action plans are developed and monitored where appropriate. Financial Responsibility o Manage financial resources within the relevant Standing Financial Instruction regulations o Develop and monitor budgets within own programmes of work, managing capital funding allocations and identifying other costs o Liaise and negotiate with external agencies, design teams and contractors ensuring delivery of service is in line with agreed contracts. o Ensure Trust procurement processes and procedures are followed in a timely and efficient manner and participate in the procurement process where relevant. o Develop options appraisals and business cases for projects within the capital programme Planning and Organisational Skills o To formulate long term strategic plans which involve uncertainly and may impact on the entire organisation ensuring they fit within the Trust’s clinical and estates operations o To design, organise and monitor a capital programme 5 o Monitor progress of work recognising changing priorities and implement corrective actions within own limits and informing the relevant people informally and formally via agreed reporting and governance mechanisms o Manage assigned projects or programmes, and support and co-ordinate the activities, including presenting progress updates, escalations and highlight reports to relevant groups and boards within the NCA o Proactively manage escalated risks and issues, including the review of risks and implementing mitigating actions.
