Job Summary

The role will provide the job holder with excellent career development opportunities within the Health, Safety and Environmental Protection (HS&EP) subject in a unique operational environment safeguarding the relationship with a complex set of stakeholders; Military, Civil Service, Defence Contractors and the Falkland Islands Government (FIG).

Operating under Strategic Command (UKStratCom), International Global Defence Network (IGDN), the mission of British Forces South Atlantic Islands (BFSAI) is to deter any military aggression against the South Atlantic Overseas Territories (Falkland Islands, South Georgia, South Sandwich Islands and Ascension Island), to protect the right to self-determination of the Falkland Islands and to reassure the local population. BFSAI also have operational responsibility for Ascension Island Base for which this post will also be responsible for and provide regular assurance visits.

This position is advertised at 37 hours per week.

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. Because of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.

Job Description

The role of Theatre Waste Manager (TWM) is appointed to provide evidence-based Waste Management advice and support to Commander British Forces South Atlantic Islands (BFSAI), Heads of Establishment at both Falkland Islands and Ascension Island Base, as well as senior leadership team, Line Managers and staff.

In addition, maintaining the waste management plan and strategy to ensure compliance with the relevant UK legislation, Falkland Islands Ordinances, Ascension Island legislation and MOD Regulations/Policy.

TWM reports to the Deputy Chief of Staff Plans in the Headquarters for BFSAI. Additionally, the TWM role supports the Theatre Health and Safety Officer (THSO) in regards HS&EP assurance at Ascension Island Base. TWM has no line management responsibilities.

Responsibilities

Waste management policies

The post is responsible for producing and maintaining the BFSAI waste management strategy and waste management plan. Both of these documents are subject to review depending on the current waste management performance to meet Commander British Forces (CBF’s) and MOD’s sustainability objectives.

Waste management assurance

The post is responsible in cooperation with the HS&EP team to ensure Mount Pleasant Complex (MPC) and Ascension Air Base (AIB’s) waste handling is being completed to the MOD standards as set out in Joint Service Publications and Strategic Command’s HS&EP policy. This will include monitoring and assurance of the relevant sections as well as support the HS&EP (including 2nd and 3rd party) with any formal Environment Protection Audits in addition to assisting those sections with any waste related incidents.

Liaison with UK

The post will act as the point of contact for BFSAI’s waste and disposals with the Defence Recycling and Disposals Team and their contractors to enable the movement of waste and disposals from MPC and AIB back to the UK as appropriate.

This will include the monitoring of the financial costs for this contract and the raising of requisitions on Contract, Purchasing & Finance (CP&F) as appropriate.

This will also require the relevant liaison with the Environment Agency and the production / coordination of the trans-frontier shipment documentation required to send waste from MPC and AIB to the UK.

Liaison with host nation governments

Where waste related memorandum of understands are present, the post holder must liaise with the relevant Falkland Island or Ascension Island governments to ensure the MOD’s duty of care (where practicable) is being met.

Others

As the waste management subject matter expert the post holder must keep up to date with changes to legislation, MOD Regulations and policy to advise as required.

Provide waste Subject Matter Expert (SME) support to the BFSAI HS&EP Safety Committee and BFSAI HS&EP Working Group meetings.

Support the HS&EP team in providing 1st line of defence assurance on Ascension Island Base for HS&EP.

Attendance at assigned meetings, working groups and stakeholder meetings to represent J4 Plans team.

Person specification

The successful candidate will be a capable HS&EP practitioner, with knowledge and understanding of Environmental Protection (EP) Audit and Assurance, who can demonstrate high quality stakeholder engagement and working together to achieve outcomes.

They are able to undertake a leadership and direction role to ensure the waste management across the two bases under BFSAI is conducted accordingly.

They are able to identify and communicate the waste management issues, providing proposals for overcoming these issues to CBF and the Head of Establishments and directing waste management working teams in achieving these proposals.

The preferred candidate after the interview stage will have to undergo MOD directed medical and other supportability assessments for themselves and any accompanying family members before an offer of employment can be made to them.

Licences

A full, clean and valid UK Manual Driving Licence. (must be in date and held at point of application).

It is desirable that the successful candidate can obtain an Form Mechanical Transport (FMT) 600 MT Drivers permit with GS MOD 1 endorsement for Long Wheel-Base Land Rover training prior to taking up post.

Qualifications

Level 3 Environmental Protection/NEBOSH
