POST: INTERMEDIATE QUANTITY SURVEYOR ​ REPORTS TO: SENIOR QUANTITY SURVEYOR ​ RESPONSIBLE FOR: N/A ​ DEPARTMENT: COMMERCIAL ​ ​ ROLE DEFINITION ​ The Intermediate Quantity Surveyor within Phoenix Trescray, will support their colleagues on all day-to-day commercial aspects from tender handover through to the collection of the final retention payment. They will be able to proactively collaborate with other members of the Team and other related disciplines, working within clearly established professional guidelines, under the guidance of more senior professionals. They will work on a range of projects and need to apply judgement and analysis to identify and implement solutions, with supervision. ​ KEY RESPONSIBILITIES ​ Tender Handover Assist in the preparation of tender enquiries and supporting documents for SharePoint link. Issue agreed enquiry formats and track/follow up returns. Collate and file tender returns for analysis. ​ Procurement Schedule Prepare for the analysis of tender returns. Assist in the review of a bill of quantities/quantified schedule of rates and clarifications provided by Sub-Contractors. Assist in the preparation of bid analysis documents. Assist in the production and collation of supporting documents for PAS sign off at all levels. Assist in the preparation of material/plant purchasing ensuring all necessary supporting information is provided for sign off. Attend pre/post tender meetings and pre-start meetings. Assist in the preparation of Sub-Contractor orders ensuring all necessary supporting information is provided for sign off. ​ Sub-Contractor/Consultant Procurement Assist in the Sub-Contractor monthly valuations of work in progress. Be aware of the Construction Act and timings for issuance of Payment/Payless Notices. Attend Sub-Contractor account meetings with the Project Quantity Surveyor. Set up PayApps for each Sub-Contractor with agreed CSA breakdowns. Value Sub-Contractor variations and check with Line Manager prior to issuance using PayApps. Update Sub-Contractor liability schedules in detail, understand the need for any accruals. ​ FPR’s Break out TSD/PC Report data to relevant budgets for input into Tender FPR. Assist the Project Surveyor in monthly reporting with actual and forecast cost information on Sub-Contractors liabilities and Suppliers. Arrange data from monthly cost report to input into FPR. Input relevant cost data into FPR for the current period. Understand the effect on cost input to forecast positions. Issue updated variation log to Project Surveyor for FPR for each period. Use COINS to check cash position and any relevant costs. ​ Project Cash Flow Assist in the preparation of project cash flow forecasts both internally and externally. Understand how this is spread against the contract programme and effected by monthly progress and actual costs certified. Understand how key plant/equipment deliveries impact to cash flow. ​ Upstream Variation Accounts Measure, value and submit variations with relevant substantiation using support from the operations team where applicable and the approval of the Project Surveyor/Line Manager. Update and maintain the upstream variation log with accuracy. Support with preparing and submitting final accounts downstream and upstream. Assist in the production of any star rates. Demonstrate technical understanding of M&E Systems. ​ Other duties Ensure that PME business commercial processes are adhered to always using the correct documents. Keep commercial folders on the servers updated and maintained in a neat and tidy condition. Understand contractual obligations in respect to notices, timings, penalties that relate to any commercial processes and practices on the project. ​ PERSON SPECIFICATION ​ ​ Essential Desirable A BSc or MSc in Quantity Surveying or a related field (e.g., construction, civil engineering). ​ ​ ü Exposure to both the initial planning and estimation phases (pre-contract) and the management of projects once they are underway (post-contract) is desirable. ü ​ Excellent written and verbal communication skills are essential for interacting with clients, other professionals, and internal teams. ü ​ Strong analytical skills and the ability to solve problems effectively are critical for managing costs and project challenges. ü ​ Proficiency in relevant IT software, including surveying and costing software, is important. ü ​ The ability to work collaboratively within a team and build strong relationships is crucial for success. ü ​ A good understanding of commercial principles and financial management to manage project costs effectively. ü ​ ​ ​ ​ ​ This job description is intended to describe the general nature and level of work being performed.
