Job Summary
Strategic Manager role at NHS. This is a strategic, innovative and transformative leader position within a forward‑thinking network of four GP practices that have been working collaboratively for over six years. The role is instrumental in driving service development and building relationships across the Primary Care Network (PCN) to improve population health outcomes, tackle inequalities in experience and access for the residents of Falmouth and Penryn.
Responsibilities
* Review and agree the PCN purpose and values with member practices, Clinical Director and Board to ensure all services and developments align with these values.
* Support the effective adoption of national and local initiatives, including integrated working at practice and neighbourhood level to improve access to services for patients.
* Establish and agree objectives and priorities for PCN activity in line with contract requirements, PCN Agreement and budget availability, using practice and population health data to shape effective use of resources.
* Work with the Board to develop, agree and regularly review a costed financial forecast that delivers relevant services, workforce and improvement projects which can be measured and evaluated.
* Explore opportunities to optimise and drive innovations within services, including expanding neighbourhood–based healthcare and integrated neighbourhood team working.
* Coordinate governance requirements, provide financial oversight to workforce planning budgets, and help shape and implement meaningful services aligned to national and local policy and contracts.
* Build strong relationships and collaborations with a diverse range of stakeholders, including local authorities, third sector and patient representative organisations, other PCNs and healthcare providers as part of neighbourhood–based healthcare and Integrated Neighbourhood Teams.
* Represent the PCN externally as agreed with the Clinical Director and PCN Board, and jointly manage the PCN’s financial processes and governance.
* Ensure the PCN is compliant with reporting, contractual requirements and relevant legislation under the PCN DES.
* Provide operational line management and HR oversight for the PCN workforce, ensuring compliance with employment law, HR policies and PCN procedures.
* Lead PCN meetings, ensuring papers are circulated prior to meetings and minutes/action logs are shared in a timely manner with Board members, the Clinical Director and others as appropriate.
* Present monthly performance, finance and quality reports.
Qualifications
* Educated to degree level or equivalent experience working at a similar level in a relevant area.
* Leadership and/or management qualification or relevant experience.
* Evidence of continuing professional development relevant to the role.
* Desirable: Project management, workforce planning or CIPD qualification or relevant experience.
Experience
* Experience of delivering change, leading and establishing teams and new ways of working.
* Proven knowledge and experience of working in a management role, with the ability to use own initiative, work with a high level of autonomy whilst working to tight and often changing deadlines.
* Experience of collaborating with multiple diverse partners and stakeholders to build strong relationships with ability to influence and negotiate effectively.
* Excellent interpersonal skills, with an ability to manage sensitive and contentious situations with multiple partners whilst maintaining confidentiality.
* Excellent IT and keyboard skills.
* Budget management and financial experience.
* Ability to analyse, interpret a range of complex and conflicting information and make recommendations on a range of options for solutions, improvement and development based on own expertise and judgement.
* Excellent organisational skills with ability to react quickly to changing demands and priorities.
* Desirable: Proven knowledge and experience of working in a project or people management role in health or social care or other relevant/transferable experience.
* Desirable: Strategic and commissioning understanding of the health and care system with experience of converting strategy into practical delivery.
* Desirable: Previous experience of working in the NHS with extensive knowledge and understanding of the roles of the NHS organisation and of the primary care sector.
* Desirable: Experience of managing accounting procedures including budget and cash flow forecasting.
