Job overview

As an Improving Screening Uptake Officer, the post holder will work as part of a dynamic team in delivering an effective service, supporting programme managers and screening staff across the diabetic eye screening programme.

The post holder will focus on improving the uptake of diabetic eye screening across the programme geography


Main duties of the job

The post holder will:

Provide pro-active and outward/public facing support to the diabetic eye screening programme team in the improvement of screening uptake across the diabetic eye screening programme.

Improving quality and outcomes

* To be an integrated member of the diabetic eye screening team and wider service who actively initiates new uptake - and contribute to existing improving uptake projects (by the diabetic eye screening service or local partners), ensuring that a quality service is provided to all service users.
* Focuses on reducing health inequalities by developing and contributing to interventions – by the service and external partners – to improve uptake of screening by groups vulnerable to non-participation.
* Actively supports the screening team and contributes to achieving key performance indicators.
* Actively engages with system partners to improve screening uptake, providing key knowledge of screening programme.
* Uses evidence and learns from best practice across the region and further afield (including other screening programmes) to inform work.
* Continually maintains records to be able to produce timely quarterly Screening Uptake reports) and end of year reports which contribute to the overall service annual report


Working for our organisation

Lancashire Diabetic Eye Screening serves a population of over 78,000 eligible diabetic patients and covers an area of over 2800 square miles; we are a very busy, clinically focused team with the patient at the heart of all we do.

We operate from two bases, the main administrative and grading hub is based at the Holden Centre Barrowford, Nelson and we have a second satellite failsafe and grading office based at the Whitegate Drive Health Centre in Blackpool.

The screening service has been provided by East Lancashire Hospitals NHS Trust since April 2019


Detailed job description and main responsibilities

Diabetic Eye Screening Programme Specific Priorities

Key priorities for the Diabetic Eye Improving Screening Uptake Officer include:

1. Increasing uptake of individuals who have not attended for screening in 3 years.
1. Reducing the frequency of DNA/Non-responders in populations with lowest uptake in routine diabetic eye screening (RDS), slit lamp biomicroscopy (SLB), digital surveillance (DS) and pregnancy pathways.
1. Supporting individuals with a learning disability to access diabetic eye screening taking learning from the NHSE NW 2-year programme of work included below.
1. Develop an Improving Uptake Plan that outlines key pieces of work to be undertaken over the following 6-12 months.

Essential criteria

* Experience of Working in a Population Screening Programme
* Educated to Degree level in a relevant subject or equivalent level of qualification or significant equivalent previous proven experience.
* Experience of delivering complex programme/project work
* Skills for communication on complex information and administrative matters, requiring developed interpersonal and oral/ written communication skills.
* Ability to pull together comprehensive draft reports, data and letters. Negotiating, networking and persuasive skills.
* Has a planned and organised approach with an ability to prioritise their own workload to meet deadlines
* Commitment to and focused on quality, promotes high standards in all they do.
* Works well with others, is positive and helpful, listens, involves, respects and learns from the contribution of others
* An ability to maintain confidentiality and trust and an awareness of information governance requirements and data protection
* Knowledge of administrative procedures, project management or information analysis.


Desirable criteria

* Experience of report writing for a multi-disciplinary audience
* Data interrogation and interpretation skills
