Job Details

We have an exciting opportunity for an experienced employability professional to join Fife Council’s Supported Employment Service as an Employment Officer. We deliver innovative, award winning supported employment services and are active participants within strategic and operational platforms that aim to ensure people with disabilities, health conditions and mental health issues achieve equity in the world of work.

You will be delivering a person centred and strength-based employability service to support individuals who experience disabilities, mental health issues and health conditions with offending behaviours to prepare for, find and stay in paid work using a recognised supported employment framework.

The Person

Desirable Skills:

1. Experience working with people with offending behaviours and ex-offenders.
2. Extensive experience delivering employability programmes for people with disabilities, mental health issues and health conditions. Good knowledge of the criminal justice system and barriers that people with offending behaviours face.
3. A relevant SVQ/HNC Qualification in Supported Employment, IOSH accreditation, Career guidance or equivalent relevant experience.

Essential Skills:

4. Experience delivering employability programmes for people with multiple disadvantages.
5. Ability to manage a client caseload and facilitate progression across all stages of Fife’s Employability Pathway.
6. Use of holistic assessment tools to identify individual’s abilities, challenges, training and development needs and work aspirations; use of action plans and distance travelled tools to promote progress; ability to apply individual risk assessment approach to identify accommodations/adjustments required in the workplace and engagement with employers to find suitable opportunities and providing on-site support for clients and the employer.
7. Experience in establishing professional working relationships with clients and employers.
8. The skills to set up safe and appropriate work placements/paid jobs in collaboration with employers and clients.
9. Knowledge of welfare benefits.
10. Knowledge of work programmes in Fife and how to work in partnership with other employability providers.
11. Good computer competency skills, ability to update and input to electronic systems, ability to use digital platforms for engagement with clients, customers, partner and team meetings
12. The ability to travel extensively throughout Fife and work in a variety of locations.
13. Excellent verbal, written and presentation communication skills.
14. Caseload management experience and ability to apply effective time management and organisational skills to manage workload

You will be required to:

15. Review client progress through reflective practice, observation and consultation with all relevant parties.
16. Maintain and update electronic and hard copy client records.
17. Provide a robust evidence trail of all activities and work undertaken.
18. Liaise with professionals within and external to Fife Council to assist individuals address challenges, barriers and progress toward their employment goals.
19. Assist the team in promoting the service to partner agencies, including public, private and third sector organisations and contribute to networking meetings and events with partner agencies.
20. Develop and maintain a network of employers from existing and new sources, liaise regularly with employers through direct contact, help employers create and use existing opportunities for placements and paid jobs on an individual’s behalf.
21. Provide caseload and work reports on targets and outcomes achieved.

Before confirming your appointment, you will be required to obtain a Protection of Vulnerable Groups (PVG) Scheme membership through Disclosure Scotland.

You will be required to use digital platforms in all aspects of the job with working from home and in the community a main feature of this activity.
