Job Summary
The NMBC, comprising multiple North Midlands and Black Country NHS trusts, is responsible for strategic and operational procurement for a wide set of partner organisations. The Senior Strategic Procurement Manager will lead and support a team of five staff managing the procurement of medical/surgical contracts (over £20k) for the RWT and other trusts, ensuring value for money, compliance with UK and EU legislation, and delivery of savings targets.
Key Responsibilities
* Manage a portfolio of clinical and medical contracts and lead the procurement of all requirements and contracts over £20k for the Medical / Surgical Divisions at RWT.
* Lead a team of five staff, providing direction, support and ensuring timely procurement.
* Explore and deliver collaborative medical and clinical opportunities across the group.
* Maximise value for money, minimise operational/commercial risk and ensure compliance with EU Procurement Legislation, UK Law, and Trust Standing Financial Instructions.
* Lead specific projects on behalf of Group Deputy Director of Procurement & Strategic Head of Procurement, deputising as required.
* Support local procurement strategy and contribute to delivery of savings targets.
Qualifications and Experience
Essential
* Member of the CIPS (Chartered Institute of Purchasing and Supply Level 6 or equivalent BSc in Business/Procurement).
* Evidence of ongoing professional training and consistent personal development history.
* Experience in managing a strategic procurement team and delivering objectives.
* Significant relevant senior supplier and procurement experience.
* Good understanding and experience of strategic sourcing and procurement advice.
* Experience leading complex procurements, working with multiple stakeholders, and evaluation of clinical equipment selection processes.
* Excellent negotiation and financial adjudication skills.
* Ability to work independently, analyse complex information and present it clearly.
* Contract and supplier management experience, project management and leadership skills.
* Ability to influence senior staff, demonstrate tact and diplomacy, and be assertive when required.
Desirable
* Postgraduate qualification, e.g. master’s degree.
* Experience of e‑Tendering systems.
* Proven track record in achieving significant cash‑releasing savings.
