Are you ready to lead the charge in transforming how we manage flood risk, shoreline, and harbour operations? Fife Council is seeking a dynamic and innovative Lead Consultant to join our Flooding, Shoreline, and Harbours team within Structural Services. This is your chance to make a significant impact by integrating cutting-edge digital solutions into our operations.

About the role:

As the Lead Consultant, you will spearhead the delivery of our flood risk management, coastal, and harbour functions. Your role will be pivotal in driving the digital transformation of our services, ensuring we meet national legislation and Fife Council's standards and policies.

Key responsibilities:

1. Lead the development and implementation of effective flood prevention, shoreline management, and harbour functions.
2. Drive the digital integration of hydraulic flood and coastal studies, utilizing advanced technologies for design and supervision.
3. Manage the procurement and maintenance of water, coastal, and maritime structures, leveraging digital tools for efficiency.
4. Oversee the development of forward design and construction programmes, ensuring budget adherence and effective control.
5. Implement the Council's duties as a harbour authority, incorporating digital solutions for asset inspection, maintenance and operation.
6. Stay ahead of new legislation, best practices, and technical standards, leading the development of innovative responses and strategies.

About you:

You are a visionary leader with a passion for digital transformation and a strong background in civil or structural engineering. You are a Chartered Engineer or Hydrologist with extensive experience in flood risk management, shoreline management, and harbour operations.

Essential criteria:

7. Honours Degree in Civil or Structural Engineering (SCQF level 10) or equivalent.
8. Chartered status with a relevant professional body (MICE / MCHIT / MI StructE / MCIWEM).
9. Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
10. Strong communication skills and the ability to manage conflicting demands effectively.
11. Extensive knowledge of civil engineering specifications, contract management and health and safety legislation.
12. Experience in preparing and managing project plans and programmes, with a focus on digital integration.

The Person

13. Educated to SCQF level 10, which includes Honours Degree in Civil or Structural Engineering or equivalent of.
14. Registered as a Chartered Engineer or hydrologist with an appropriate professional body, ., MICE / MCHIT / MI StructE / MCIWEM.

You will also have:

15. The ability to provide a regular and effective service and promote positive culture in the workplace.
16. Ability to communicate effectively.
17. Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance and operation or harbours assets.
18. Extensive knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
19. Extensive detailed knowledge of Health and Safety and associated legislation,. CDM 2015.
20. Report writing skills.
21. Extensive analytical skills.
22. Experience of preparing and managing project plans and programmes.
23. Experience of managing contracts using the NEC suite of contracts.
24. Time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands.
25. Ability to communicate effectively.
26. Report writing skills.
27. Extensive analytical skills.
28. Ability to provide a regular and effective service and promote a positive culture in the workplace.
29. Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance of harbour structures.
30. Knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
31. Ability to manage, assess, design and deliver flood, coastal and harbour related schemes.
