Overview
We are currently looking for a Commercial Manager - Generalist to join our Commercial Function within the Corporate group. The position reports to the Head of Commercial - Science and FM and delivers across a set of ambitious and exciting commercial challenges within all categories of spend: Digital and Technology, Facilities Management, Science and Corporate. The key activities are to engage with the business to achieve their goals through management of MHRA's commercial relationships and the commercial pipeline, driving value for money and value creation whilst managing commercial risk effectively.
Responsibilities
* Lead end-to-end procurement lifecycle activities including managing and administering tenders in line with the Agency procurement policy and support good contract management across the Agency with high quality advice.
* Deliver procurement and commercial activity across all categories by engaging with stakeholders at all levels and partnering with Agency divisions to develop and execute sourcing strategies in line with the Agency procurement policy and category strategy.
* Actively manage the procurement pipeline by ensuring awareness of incoming projects and impending contracts expiring in the short/medium/long term and engaging with contract owners to develop and implement strategies.
* Deliver robust and compliant contracts that demonstrate value for money, maximise return on investment, manage risk, and deliver improved performance, seeking alternative commercial and service delivery models as appropriate.
* Provide support and advice for the stakeholder community, promote procurement excellence and good contract management, and actively challenge inappropriate processes or bad practice to aid compliance.
* Support and maintain accurate record keeping and administration of commercial activities across all categories, including supporting and driving transparency obligations and reporting of commercial activities. Administering commercial activities includes the e-sourcing platform (Atamis).
Experience and Qualifications
* Experience of procurement in the public sector, ideally across multiple categories.
* Evidence of developing, implementing, and administering purchasing strategies and drafting contracts that require analysis, comparison, and assessment.
* Successful negotiation and issue resolution, and advising and supporting stakeholders.
* Strong understanding of the end-to-end Public Sector Procurement lifecycle and core principles, including responsibilities of procurement and wider stakeholder groups, understanding the market procurement and tender administration with a good grasp of contract management principles.
* Understanding and experience of Public Contracts Regulations 2015 and the Procurement Act 2023.
* Good understanding of complex policies and guidance and the ability to interpret, explain and apply them to senior stakeholders to support decision making.
* Experience of Public Sector Contracts. Successful candidates must undergo a criminal record check. People working with government assets must complete baseline personnel security standard checks.
* Post holder may be required to have vaccinations for certain roles (e.g., laboratory, maintenance in labs, travel overseas) as specified.
* Full-time permanent role based at 10 South Colonnade, Canary Wharf and the Science Campus in South Mimms, Hertfordshire. UK-based only.

* Nationality requirements include: UK nationals; nationals of the Republic of Ireland; nationals of Commonwealth countries with right to work in the UK; nationals of the EU/EEA/Switzerland/Norway/Iceland/Liechtenstein and family members with settled or pre-settled status under the EUSS; and other eligible categories as defined by policy.
* Note: Move to MHRA may affect eligibility for childcare vouchers; other government schemes may be available (e.g., Tax-Free Childcare).

Working Arrangements
This is a full-time opportunity, on a permanent basis. The role offers a hybrid working pattern with a minimum attendance on site; site attendance may vary by role and business needs. The role can be based at Canary Wharf or South Mimms. The Civil Service aims for a minimum 60% attendance in office sites while enabling flexible working arrangements.
Salary and Benefits
Salary: £44,825 plus the Civil Service Pension Scheme contributions (£12,985). Benefits include:
* Annual leave: 25 days on entry, rising to 30 with service; 8 bank holidays; pro-rata for part-time.
* Privilege Leave: 1 day.
* Hours of work: 37 hours per week (full-time).

The Medicines and Healthcare products Regulatory Agency enhances and protects public health by regulating medicines and medical devices, underpinned by science and research. The Commercial team is responsible for purchasing goods and services across Digital and Technology, Facilities Management, Science and Corporate categories, managing approximately 400 contracts with an annual spend of around £120m.
