General Description of Responsibilities
The AO is an employee of the Reserve Forces and Cadets Association and is responsible for clerical and administrative support to Lincolnshire ACF. He/she is answerable directly to the CEO.
MAIN RESPONSIBILITIES/TASK S
1. Assist the Cadet Executive Officer (CEO) in the day to day running of the County and be familiar with all aspects of ACF work.
2. Be responsible for the processing of the management records, pay/allowances and travel claims via JPA and maintain a record of spends
3. Produce routine and exceptional reports from WESTMINSTER on personnel matters as required.
4. Responsible for all CFAV enlistment documentation, including JPA documentation Furthermore, maintain WESTMINSTER User accounts for all users Monitor all adult/cadet enquiries via the Tracker of new joiners.
5. Process all applications for commissions.
6. Maintain the Security Clearance/DBS register and apply for all clearances and renewals Additionally, update WESTMINSTER as required.
7. Process all MOD Form 90 (Identity Card) applications and maintain issues register.
8. The booking of all transport, including coaches, for all training including Spring and Annual camp via Clarity
9. Production and distribution of weekly County Orders.
10. Indent for stationery, forms and publications as required and control all issues. Maintain a tidy and organised stationery/archive store Maintain the library of forms and publications. Ensure adequate stocks of stationery and office equipment are available at all times
11. Maintain and issue periodically the County Staff Contact List.
12. Process of all travel tickets as required for courses etc
13. Open, process all incoming and outgoing mail. Open, process all incoming and outgoing mail. Maintenance of all office Maintenance of all office equipment/machinery, including franking machine supplies.
14. Process applications for Honours and awards, including medals and Lord Lieutenants Cadets. Update Westminster as required.
15. Process all course applications for CFAV and cadets and issue joining instructions as required.
16. Produce and issue all cadet star pass certificates and badges. Indent for and maintain the for supply of cadet badges and chevrons.
17. In the absence of the second AO, be familiar with and cover the responsibilities e familiar with and cover the responsibilities as required.
18. Undertake training as required in JPA and Westminster processes.
19. Assist CEO and CQM with meetings held at County HQ, including meeting and greeting visitors and planning and preparing working lunches.
20. Other duties of an administrative nature that add to the efficient management of the County as directed by the CEO.
Competences Required for the Post
Essential Competences.
a. Administration experience including multi-tasking.
b. Good communication, numeric and inter-personal skills.
c. Strong IT skills, particularly Microsoft Word and Excel; and practical experience of managing and operating a contact relationship management database.
d. A self-starter, highly organised, and an efficient team player with initiative.
e. Ability to function effectively without close supervision.
Desirable Competences.
a. Understanding of the Cadet Forces and Reserve / Regular military environment.
Appraisal Reporting Chain
The reporting chain for the AO will be defined by the Chief Executive. The CEO will be the first Reporting Officer.
Health and Safety Responsibilities The AO is to comply with the SHEF responsibilities of the RFCA.
Terms and Conditions The successful candidate will be employed by EM RFCA with the status of a Crown Servant (Pay Band E1) and the role attracts an annual salary of £27,650 per annum with additional AO allowances. Annual leave, excluding public holidays, is 25 days per annum rising to 30 days after 5 years service. Previous HM Armed Forces service or service in the public sector will count towards qualifying years service. The successful candidate will be eligible to join the Council of RFCAs Pension Scheme which operates on a Career Average Revalued Earnings (CARE) in which the employer contribution is 13% and the employee contribution 5%.
The closing date for applications is Friday 6th March 2026. The shortlist of applicants called for interview will be notified as soon as possible after that date. Interviews will be held Wednesday 18th March 2026 with the successful candidate appointed April 2026.
