DutiesandResponsibilities-JobSpecificFinanceAccountancyOfficer ProvidesupportandassistancetothePrincipalAccountant SchoolsinallaspectsoftheschoolfinanceserviceinaccordancewiththeServiceLevelAgreement. AssistwiththepreparationofannualbudgetsfortheAuthoritysPrimary,SecondaryandSpecialschools. Assistintheclosureofaccountsattheendofthefinancialyearandassistintheproductionoffinalaccounts. Assistinthepreparationoffinancialprojectionstoenableschoolstomaximiseeffectivenessintheutilisationofresources. Regularlyvisitschoolstodiscussandprovideadviceonallmattersinrelationtoschoolbudgetsandassistwiththeinterpretationofreportsandsolveanyadministrativeproblems. Investigateandrespondtonumerousanddetailedqueriesfromschools,contractors,suppliers,financedepartmentstaffandstafffromotherdepartmentsregardingpaymentsandchargesmadeagainstschoolbudgets. MaintenanceofaFinancialReportingSystemonbehalfofalltheCountysPrimaryschoolsincludingmonthlyreconciliationwiththeauthorityledgerandensuringtheeffectivenessofthesystemandcorrectnessoftheinformationprovided. MaintainanuptodateknowledgeofrelevantlegislationandcurrentpracticetoensurethatalltransactionsarerecordedwithanappropriateaudittrailandthatVATregulations,ContractStandingOrders,ConstructionIndustryTaxRegulationsandFinancialRegulationsareadheredto. Providesupportandassistanceonallaspectsofcreditorpaymentsincludingloggingorders,compliancewithFinancialRegulations,VATregulations,CITDSandotherfinancialcodesofpractice ToworkeffectivelyaspartofaTeamandcarryoutsuchotherdutiesasmaybedesignatedbythelinemanagercommensuratewiththegradeandresponsibilitiesofthepost AssociationofAccountingTechniciansqualification(equivalentorpartqualified) Knowledgeoflocalgovernmentaccountingandfinancialprocedures Excellentinterpersonalandwrittenandverbalcommunicationsskills AbilitytocommunicatethoughthemediumofEnglishFinanceAccountancyOfficer AbilitytocommunicatethoughthemediumofWelshFinanceAccountancyOfficer GoodAccountancy/NumeracyskillsFinanceAccountancyOfficer Abilitytoplan,programmeandproduceworkwithminimalsupervisionandtoworkunderpressuretoachievedeadlines.
