Job overview

Reporting directly to the Deputy Chief Paramedic (Workforce Development & Clinical Quality) the postholder is responsible for ensuring effective senior clinical leadership and clinical excellence within the Organisation’s delivery of Clinical Workforce development and establishing new ways of working which are supportive of delivering the clinical strategy at the Trust.

Working extensively with external stakeholders to optimise new clinical delivery models and the associated educational pathways that are required.

The postholder will have a regional-wide area of responsibility and will lead the Team to ensure the Trust is able to deliver its objectives in a timely fashion.

The postholder will be accountable for leading the development of the functions in increasing the clinical capabilities of our workforce to be able to drive clinical improvements that will enhance the patient experience, as well as workforce retention.

Working in collaboration with the Trust Management Teams, the role will ensure learning and improvement from events for the Organisation.

By developing strategies, delivery plans and procedural changes, the postholder will ensure EEAST is regarded as an exemplar Organisation for Clinical Delivery.

Main duties of the job

The postholder has four key areas of focus: Enhanced Practice, Rotational Models of Working, Educational Programme Development, and Clinical Workforce Development.

KEY RESPONSIBILITIES/MAIN TASKS

Strategy and Policy

·Contribute and, in their area, lead on the development of long-term, strategy and decision-making activity for the Organisation, and work as part of the Directorate Management Team to ensure implementation of such within your geographical area of responsibility.

·Develop and create clinical policies and procedures in line with the role’s area of responsibility.

·Able to work at Team, Directorate and Organisational level, formulating plans and strategies for implementation at all these levels.

·Produce and use highly complex, sensitive and/or contentious information to shape, influence and inform Organisational clinical agenda/strategy.

Senior Leadership

·Demonstrate, promote, and develop visible leadership across the region, ensuring EEAST values and clinical excellence are maintained.

·Promote the vision, values and goals of the NHS and Organisation, demonstrating commitment to the Organisational direction and culture.

·Contribute to the leadership, development and delivery of the strategic vision of urgent and emergency care, in line with the Trust’s Strategy and Business Plan, incorporating national policy, guidance and best practice, as appropriate.

·Responsible for the development and implementation of Organisational and local policy and procedure, ensuring that adequate consultation, governance and compliance methodologies are undertaken.

·Undertake an active role in ensuring all staff are aware of, understand and deliver against the Ambulance Quality Indicators and all relevant clinical procedures and guidelines.

·Assume joint responsibility, with other managers, for delivery of performance, image and reputation, and achievement of the Service’s objectives.

·Ensure all services provided are patient focused, of high quality, and optimise human, financial, and other resources, effectively and efficiently.

·Develop high-performing Teams who are held to account, in terms of delivery and quality and safety.

·Deliver high standards of clinical and employment practice, and act in accordance with any appropriate codes of conduct.

·Demonstrate that fairness and respect are central to excellent leadership behaviours, and lead and influence others to do the same.

·Ensure that there are effective two-way communication processes in place, both formal and informal, to ensure that staff across the Trust are fully informed about issues that affect them and the Organisation.

·Establish a supportive, fair and open culture that encourages and leads the workforce to meet required performance and clinical standards.

·Demonstrate commitment to continuously improving own skills, behaviours and experience, to deliver improved patient outcomes and service delivery.

·Communicate effectively with staff, staff representatives and managers, on a regular basis, both individually and at Team Meetings, establishing and maintaining good and productive two-way employee relations.

·Ensure all actions and behaviours display respect for individuals, ensuring support for the Trust’s commitment to equality and human rights in the provision of equality of opportunity in service delivery and employment practice.

·Ensure adequate succession planning and talent management within area of responsibility.

·Effective leader and communicator, able to motivate and inspire staff to provide optimum quality of care at all times.

·Oversee the implementation of changes to clinical policy and procedure, input to and ensure all activity aligns with the clinical agenda, the Trust Integrated Improvement Plan, and all other clinical and quality documentation.

·Where appropriate, and within the scope of the role, represent the Organisation at a regional and national level.

·Contribute to the development of the clinical professionals at a regional and national level.

·Create a positive, supportive, and open culture for managing safety incidents, safeguarding reports, near misses, complaints and audits.

·Deputise for the Deputy Chief Paramedic, as required.

Governance and Compliance

·Identify clinical risks, safety issues, poor effectiveness and poor outcomes, and contribute to improvements.

·Participate in the Trust Corporate Committee Structure and subgroups, as appropriate.

·Ensure appropriate governance arrangements are in place across the relevant area of responsibility.

·Contribute to, and assist in, the maintenance of the Clinical Quality Directorate, identifying the risks to the appropriate groups/committees.

·Take personal responsibility to act within the Trust Health & Safety Policy to safeguard the health and wellbeing of colleagues and members of the public.

·Act within the requirements of all Information Governance Legislation and Guidance, in particular the Data Protection Act and Caldicott Principles, ensuring that strict confidentiality is maintained in respect of patient and staff records.

·Ensure appropriate audits are conducted in the region to establish effective compliance with relevant processes and procedures.

·Comply with Organisational requirements and procedures for identifying and reporting issues of Safeguarding Vulnerable Adults and Children.

Clinical Quality

·Individually, and alongside other Trust clinicians, identify issues, create and develop patient care pathways based on the latest evidence which allow best practice for all patients.

·Expert advice with specific regard to scope of clinical practice and pathway development, including the development of paramedic prescribing.

·Ensure the ethical and moral dimensions of the Trust’s clinical practice are adhered to.

·Monitor updates for national guidance and assist the Medical Director and Deputy Clinical Director to develop a Trust response.

·Carry out continuous quality improvement initiatives and projects pertinent to the work of the Trust, producing reports and recommendations as appropriate.

·Ensure systems are in place for clinical leadership including clinical expertise in relation to the specialist requirements of the services managed and Continuing Professional Development.

·Responsible for management of complaints and incident reviews.

Clinical Delivery

·Maintain expert skills, and knowledge, through regular professional development.

·To be responsible for review of the state of preparedness in the event of a Major/large-scale Incident. This requires maintaining competencies for this role through appropriate training and exercise programme as determined by the Trust.

Financial Management

·Manage the budget for the designated areas.

·Identify areas of financial risk and take early actions to mitigate any imbalance.

·Contribute to the delivery of cost improvement programmes and annual efficiency savings to support the Trust.

·Ensure that the Trust’s funds are properly used, represent value for money and can withstand public scrutiny.

·Be aware of the financial implications of decisions to change clinical practice and factor those into business change planning process.

·Manage resources within agreed financial budgets taking corrective action where necessary and updating the Associate Director of Paramedicine regularly on the projected end-of-year financial position, to ensure financial balance.

·Contribute to the annual budget-setting process.

·Hold budgetary responsibility and savings plan responsibility for the postholder’s portfolio area.

·To manage multiple budgets assigned to specific initiatives and projects in accordance with the Trust’s Standing Financial Instructions and Scheme of Delegation.

·Ensure the effective establishment control, cost control and budget management, including the overall management of sickness and absence.

Human Resource Management

·Take responsibility for delivering news to patients and relatives in relation to Duty of Candour.

·To be responsible for the day-to-day line management responsibilities for the staff within the Directorate which will include compassionate conversations, recruitment, disciplinary investigations, sickness and absence management.

·Undertake appraisals of staff members whom they line manage.

·Support the management of individual employees who fail to reach satisfactory performance standards, in accordance with the Trust’s Capability Policy.

·Support the management of individual grievance and disciplinary cases, in line with the Trust’s Disciplinary Procedure, and Trust’s Grievance Policy.

·Respond to Organisational changes/setbacks proactively and positively, keeping staff and others up to date with current situation, and communicate widely within immediate and other local teams.

·Manage Team conflict quickly and effectively according to Organisational policy.

Information Management

·Using, analysing, and interpreting complicated and highly complex information and data from a variety of sources to inform opinion and action to be taken.

·Decide on action to be taken from a range of possible actions, through the use of information management.

·Regularly use computer software to create reports, presentations and business documentation for circulation to a wide audience of stakeholders.

·Responsible for engaging with internal and external partners to develop joint integrated plans aligned to Trust strategy.

·Adoption of appropriate service improvement methodology in the planning and design of approaches and actions.
