Procurement Manager - 2 Year Secondment Opportunity
What is the key purpose of this role?
Job Purpose: To support the Senior Procurement Manager and Head of Procurement & Supply Chain, contributing to the success of NTS by ensuring all procurement requirements are delivered in a compliant and timely manner. Act as deputy to the Senior Procurement Manager as operational needs dictate. Develop understanding of the transport and logistics category to improve market trend insights, price drivers, and best practices, enabling better-informed business decisions. Develop sourcing strategies and run compliant tenders per the Public Contracts Regulations to improve value from suppliers. Implement and manage contracts to deliver optimal outcomes and manage risks.
What are the key deliverables and accountabilities of the role?
* Lead and manage a small team to deliver compliant, value-adding solutions aligned with the sourcing pipeline.
* Develop and maintain a Category plan supporting NTS and Business strategies.
* Support the Senior Procurement Manager in ensuring compliance with legislative, regulatory, customer, and stakeholder obligations.
* Act as Tender Assessment Team Chair for all Bronze and some Silver procurements as required.
* Draft, review, and approve sourcing strategies and contract award recommendations within delegated authority.
* Keep the Head of Procurement & Supply Chain informed of potential issues, disputes, or challenges.
* Ensure NTS meets all legislative and regulatory obligations.
* Develop and maintain relationships across NDA estate, Shipping, Rail, and Solutions business lines for best practices and collaboration.
* Represent NTS at various forums as required.
* Ensure contracts recommended for signature meet NTS processes and procedures.
* Provide robust Management Information and reporting as per stakeholder expectations.
* Support wider commercial functions in developing and submitting customer bids.
