Commissioning Officer – Birmingham Children’s Trust

Every colleague, in every department, plays their part. As a Commissioning Officer, you’ll join a dedicated, forward‑thinking Commissioning Service responsible for shaping high‑quality, evidence‑based services that achieve strong outcomes and deliver value for money.
Key Responsibilities
* Support the delivery of strategic commissioning intentions across the Trust
* Build and maintain effective relationships with stakeholders, suppliers, and providers
* Deliver delegated commissioning, contract management, and planning activities
* Assist in jointly commissioned services across key partner sectors
* Undertake quality assurance tasks, including provider visits
* Contribute to safeguarding by working collaboratively to protect vulnerable groups
* Manage data analysis, reporting, and statutory returns
* Support engagement with Service User Groups
* Assist with statutory processes such as FOIs and Subject Access Requests
About You
We’re looking for someone who brings:
Experience in
* Strategy and policy development
* Building relationships with suppliers and service users
* Writing reports, briefings, and bid submissions
* Developing service specifications
* Understanding outcome‑focused commissioning
* Commercial awareness and contract award processes
Skills including
* Excellent communication, empathy, and negotiation
* Ability to analyse data (numerical and contextual)
* Financial and budgeting awareness
* Understanding of regulatory frameworks
* Ability to work with service users to shape service development
Commissioning or procurement qualifications (e.g. CIPS) are desirable but not essential. Ongoing professional development is supported and expected.
