TITLE: Estates and Facilities Supervisor

REPORTS TO: Estates and Facilities Senior Engineer
WORK PATTERNS: 40-hour week
JOB PURPOSE SUMMARY:
To support the Estates and Facilities Senior Engineer in the operational management, statutory compliance and lifecycle performance of the estate, ensure assets are safe, compliant and maintained in line with business objectives.
The role combines office-based planning and reporting with site-based supervision of maintenance, projects and compliance activities. The post holder will be responsible for coordinating day-to-day delivery of maintenance programmes, contractor activities and compliance tasks, while providing accurate reporting and technical input to support decision-making.
The role operates under the technical direction of the Estates and Facilities Senior Engineer and supports the delivery of departmental maintenance, compliance and asset management objectives.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
The principal role is to maintain the building estates portfolio of LLAOL. This can require the candidate to fulfil such duties as:
Project Management
* Support delivery of projects in line with agreed scope, programme and budget.
* Coordinate day-to-day project activities, contractors and stakeholders.
* Monitor progress and report risks, issues and changes to the Senior Engineer.
* Ensure works are delivered in accordance with specifications, standards and site requirements.
Compliance Oversight
* Maintain compliance records and ensure documentation is accurate and up to date.
* Support the delivery of statutory compliance programmes across the estate.
* Undertake inspections and checks to verify compliance activities are completed.
* Escalate risks or non-compliance issues to the Senior Engineer
Asset Condition Reviews
* Support condition surveys of building fabric and services.
* Identify defects and maintenance requirements and report findings.
* Provide input into lifecycle planning and maintenance programmes.
Maintenance & Planned Works
* Coordinate delivery of Planned Preventative Maintenance (PPM) and reactive works.
* Monitor completion of maintenance activities against schedules and service levels.
* Supervise contractors on site to ensure safe and compliant working practices.
* Report performance, delays or issues to the Senior Engineer.
Planned Works Coordination
* Maintain asset and maintenance data within CAFM/CMMS systems (e.g. TABS FM).
* Ensure accuracy and completeness of records.
* Produce reports on maintenance, compliance and performance activities.
* Support data analysis and reporting requirements for senior management.
Performance Monitoring
* Monitor maintenance and contractor performance against KPIs.
* Identify issues and support improvement actions.
* Provide regular updates and reports to the Senior Engineer.
Budget Management
* Support budget management by tracking expenditure against approved works.
* Raise purchase orders, form of orders and maintain accurate financial records.
* Highlight cost variances or risks to the Senior Engineer.
Emergency and Incident Response
* Respond to estates-related incidents and coordinate initial actions.
* Escalate incidents and provide updates to the Senior Engineer.
* Support investigations and implementation of corrective actions.
Team Leadership and Training
* Provide day-to-day supervision of contractors and operational staff.
* Support team coordination and task allocation.
* Promote safe working practices and compliance with site procedures.

KNOWLEDGE, SKILLS & EXPERIENCE:
The ideal candidate is expected to hold and have some experience and knowledge in the following:
* The role holder should demonstrate the following experience and knowledge:
* Experience within an estates, facilities management or building maintenance environment, with responsibility for coordinating maintenance activities and supporting delivery of building related works.
* Experience supervising contractors and supporting the delivery of maintenance programmes, compliance activities and minor building works.
* Knowledge of statutory compliance requirements relating to building infrastructure, including health and safety legislation, fire safety systems and asbestos management.
* Knowledge of safe systems of work, including permits to work, risk assessments and method statements.
* Understanding of asset management principles including planned preventative maintenance, lifecycle planning and asset condition management.
* Experience using Computerised Aided Facilities Management (CAFM) systems, such as TABS FM, to manage maintenance activities and asset records.
* Experience supporting the monitoring of maintenance activities and reporting on performance against agreed service levels.
* Health and Safety qualification such as NEBOSH General or Construction Certificate (desirable).

* Ability to review and follow technical and safety documentation relating to building works and maintenance activities.
* Ability to identify issues relating to building infrastructure and escalate appropriately.
* Ability to support the supervision of teams and contractors, including coordinating workload and day-to-day activities.
* Clear communication and coordination with stakeholders, contractors and operational teams.
* Organised approach to managing maintenance records, compliance documentation and asset information.
* Ability to prioritise work activities across maintenance, compliance and reactive tasks.
* Flexible approach to duties and responsibilities with a proactive and practical attitude to resolving issues.
