Overview
The Environment Agency is committed to an inclusive workforce. This role is a Programme Manager in water industry enforcement, supporting the programme team to deliver significant business change to enforcement capacity and capabilities.
Responsibilities
* Identify key outcomes required from programmes and their projects, and present these with clarity.
* Develop and maintain a programme plan and present it as a product to help the team track delivery and create efficiencies.
* Work with workstream leads to identify activities, resource requirements, milestones and when support is needed.
* Set programme controls and assurance to enable adaptation to change.
* Advise on governance, including creating business cases.
* Capture, manage and report risks and issues, and escalate appropriately.
* Lead programme meetings and motivate team members to deliver.
* Report progress to different levels of the organisation and Defra.
The Team
Role works with the Chief Regulators Group and Water Regulation in national Environment and Business Directorate. The Water Regulation Programme Office is a new team working on high-profile cross-cutting work, providing exposure to water industry enforcement across the organisation.
Experience / Skills Required
* Demonstrable experience leading projects and project teams.
* Understanding or experience transforming complex organisations.
* Excellent communication and influencing skills to present complex information clearly for decisions.
* Ability to build and maintain effective relationships with dispersed customers and work with diverse backgrounds and cultures.
* Ability to respond to tight deadlines and prioritise; thrive in fast-paced, complex, changing environments; lead teams through uncertainty and ambiguity.
* Understanding of water industry, regulation or enforcement activities would be useful.

The role is advertised until end March 2026, with possible extension to end March 2027. The base location is Flexible/Hybrid; some travel and overnights may be required.
