Advert for CDC/CNP Outpatient Band 7 Manager
An exciting opportunity has arisen for an experienced and enthusiastic band 7 manager of the Child Development Centre (CDC) and outpatients service within the dynamic (CNP) Directorate of Family Care Division.
The post is 37.5hrs working as part of a multi-disciplinary team, with children and young people across East Lancashire, you will lead a specialist outpatient service in the assessment and management of children and young people with complex disability.
The Child Development Centre (CDC) service is commissioned to assess and treat children who have difficulties communicating and interacting with others or a delay to their development in two or more areas such as impaired vision and hearing difficulties. You will lead a team providing assessments for social communication disorders and offering post diagnostic support to families where a diagnosis of Autism has been made.

We require a caring, highly motivated, enthusiastic manager with a specialist interest in Community and Neuro disability Paediatrics.

Main duties of the job
The post holder will manage the Child Development Centre (CDC) and Community Neurodevelopmental Paediatric outpatients service at East Lancashire Hospitals NHS Trusts within the Community Neurodevelopmental Paediatric (CNP) Directorate. Working
as part of a multi-disciplinary team, with children and young people across East Lancashire, you will lead a specialist outpatient service in the assessment and management of children and young people with complex disability.
The Child Development Centre (CDC) service is commissioned to assess and treat children who who have difficulties communicating and interacting with others or a delay to their development in two or more areas such as impaired vision and hearing difficulties.
You will act as a role model to all team members in the delivery of a very high standard of research based nursing care, incorporating assessment, planning and implementation of care.
Utilising management and leadership skills, they will demonstrate effective continual operational management and responsibility of the Child Development Centre and Community Neurodevelopmental Outpatient service incorporating staff management and
development, rotas, recruitment and selection, and supervision of students and junior
staff. With a key role within the multi-disciplinary team, they will be responsible for developing practice and service.

Detailed job description and main responsibilities
Duties and responsibilities
Clinical.
• To lead the CDC team and community neurodevelopmental outpatients service in
providing evidence-based patient centred care to children and their families. Responsible
for assessing, developing, implementing and evaluating programmes of care.
• To lead the team and support the matron with the continual development of the CDC and
community neurodevelopmental outpatients service.
• Work alongside Community Neurodevelopmental Paediatricians, within the
multidisciplinary and multi-agency team to ensure that care is provided in a stimulating,
nurturing and learning environment where families, carers are empowered to maximise
their child’s independence and quality of life.
• Act as an advocate to support the ongoing management of children with additional neurodevelopmental health needs and /or social communication disorder.
• Supported by evidence-based research enables the child, young person and carer choice
and involvement in decisions about care and takes into account their wishes.
• Works autonomously to manage own caseload as a key member of the multidisciplinary
team, supporting pre-school children and their families in managing additional neuro developmental health needs and /or social communication disorder.
• Co-ordinates patient care pathways liaising across organisational boundaries to ensure
timely assessments are carried out in line with NICE guidance.
• Supports the Matron to develop nurse led services and transition pathways into health and
early years settings working in partnership with health and local authority colleagues in line
with recommendation’s from the SEND code of practice .
• Support the quality and safety agenda within Community Neurodevelopmental Paediatrics
• Ensure safe use of therapeutic and diagnostic equipment by ensuring all staff are trained
in the use of equipment according to the equipment training matrix.

• Responsible for maintaining records management ensuring all documentation written or
electronic is legible, accurate and managed in line with ELHT policy and NMC guidelines
ensuring the confidentiality of such records.
• Ensure the views of carers and service users are monitored and identify and implement
actions for change.
Managerial
• Work with the multi-professional team to identify operational issues and priorities for clinical
service developments and supports the matron to implement these working alongside the
multi-disciplinary team and Community Neurodevelopmental Paediatricians .
• Responsible for monitoring and developing policies in the department.
• Act as a role model, providing professional leadership and taking responsibility for the
development of others, delegating duties and responsibilities fairly to all grades of staff.
• Manage own workload autonomously. Facilitate regular meetings with staff in order to
encourage the exchange and implementation of new ideas.
• Responsible for managing the departmental budget and developing mechanisms for
ensuring care is cost effective.
• Authorised signatory for staff extra hours payment and bank/adhoc staff.
• Responsible for ordering and maintenance of diagnostic and therapeutic equipment.
• Lead the recruitment and selection of staff. Assist in orientation, induction and preceptorship
of new staff.
• Responsible for holiday and duty rotas to ensure adequate, efficient staff cover at all times,
utilising the electronic roster.
• Lead the teams to ensure that all staff have annual personal development reviews and
plans.
• Deputise for the Matron as required.
• Review complaints and incidents and develop appropriate responses and action plans in
line with Trust policy. Ensure staff are aware or the Trust Complaints procedure. Carry out
investigations as required.
• Ensure that Trust policies are adhered to.

• Act as a change agent and lead quality improvements

Communication
• Ensure that effective communication is established with all disciplines, patients and
relatives. Communicate sensitive and distressing information to children and young people
with neuro developmental health needs and /or social communication disorder and their
families
• Lead meetings to share ideas and exchange information.
• Enable and support colleagues in developing effective communication skills.
• Ensure effective communication in demanding and challenging situations, supporting
colleagues.
• To signpost to information, with the aim of increasing the CYP, family and carers knowledge
and awareness of caring for a child with neuro developmental health needs and /or social
communication disorder.
• Participates in joint consultant clinics and develops nurse lead services to support the
children with neuro developmental health needs and /or social communication disorder.
• Respects the equality and diversity of CYP, families and carers to ensure that care is
delivered in a way that is sensitive to their needs
Education and Development
• Ensure continued effective registration with the NMC and observe the NMC Code of
Professional Conduct. Maintain an up to date professional portfolio.
• To be responsible for developing and sustaining one’s own knowledge, clinical skills
and awareness of current NICE guidelines within the care of the child with additional neuro developmental health needs and /or social communication disorder.
• Ensure that all members of their staff have continued effective registration with the
NMC and observe the NMC professional code of conduct.
• Carry out annual Personal Development Reviews, giving staff ongoing guidance and
support, taking an active role in their development.
• Participate in clinical supervision/action learning as both supervisor/facilitator and supervisee.
• Actively support and teach students and junior staff in the department.
• To provide education, advice and support for CYP, families and carers for those with a
pre-school child the pre-school child with neuro developmental health needs and /or
social communication disorder.
• Locally network to share best practice with partners and local services providing services
for CYP with SEND.
• Responds and implements actions from incidents, investigations and complaints.

Research and Clinical Audit
• Lead the development in practice in line with clinical and professional advances
through research, audit and Benchmarking.
• Regularly undertake clinical audit/research. Take the lead in these projects and
empower/facilitate other staff to undertake projects.
Health and Safety
• To attend annual updates in all mandatory areas eg Child protection, Fire, Moving
and Handling, Infection control and Resuscitation.
• To lead in the management of the departments ward environment, to meet the Trusts
objectives for Risk management and Health and Safety. Working with the clinical
teams to ensure the environment is clean and safe. (In accordance with the Health &
Safety and Workplace regulations 1992.)Managerial Responsibilities
