Role Overview
The RTT Service Manager is the Trust’s senior operational lead for the delivery of all 18-week Referral-to-Treatment (RTT) standards and associated elective access performance. The post holder is responsible for ensuring accurate, consistent and compliant RTT pathway management across all specialties, supported by high-quality data, robust governance arrangements and effective operational coordination.
Working in close partnership with clinical leads, divisional teams, outpatient services, booking teams and corporate performance functions, the RTT Service Manager provides expert oversight, assurance and specialist advice on RTT processes. They lead Trust-wide recovery and improvement plans for RTT, manage and oversee RTT PTLs, direct validation activity, and support demand and capacity modelling to inform operational decision‑making. The role requires the ability to interpret complex and sometimes conflicting performance information, apply sound judgement where data is incomplete or rapidly changing, and provide clear advice and escalation to senior leaders.
Responsibilities
* Provide Trust-wide leadership for all operational aspects of RTT, including pathway integrity, validation and recovery actions.
* Ensure delivery of national 18-week standards and compliance with the Trust Access Policy.
* Lead the daily/weekly management of PTLs, ensuring timely escalation of risks, breaches and bottlenecks.
* Work with Directorates to resolve capacity gaps and unblock pathway constraints.
* Oversee all RTT validation processes (routine, backlog, pre‑submission, harm reviews) and ensure data accuracy within EPR, MDT systems, diagnostic systems and RTT tracking tools.
* Work with BI teams to develop, maintain and validate RTT dashboards and reporting.
* Provide assurance for internal and external audits, including NHSE submissions and ad‑hoc reviews.
* Line manage RTT leaders and Technical Validators, including recruitment, training, supervision and performance management.
