Purpose of Post:
As population health needs continue to shift due to factors such as aging demographics, rising prevalence of chronic conditions, mental health challenges, and health inequalities, it is critical to ensure that Wales’s nursing workforce is well-positioned to respond to these changes. The postholder will be instrumental in ensuring that nursing services are sustainable, future-focused, and person-centred to meet the diverse needs of individuals and communities.
* The Nursing Officer – Strategic Nursing Workforce and Education will provide expert professional leadership and advice across Welsh Government on nursing workforce matters, including planning, education, workforce development, and workforce models across all fields of nursing practice. The postholder will support the delivery of sustainable, future-focused, and person-centred nursing services across Wales.
* This includes responsibility for shaping and influencing national nursing strategic workforce policy, supporting the nurse staffing programme with lead responsibility for the Nurse Staffing Wales Act (2016), and supporting the development and commissioning of high-quality pre- and post-registration nursing education. Working in partnership with key stakeholders, the role will ensure that nursing workforce supply and development are aligned to population health needs, emerging service models, and wider system reform.
* The post holder will work closely with stakeholders across health, social care and the third sector ensuring the nursing voice in service design and new service models is supported by the strategic nursing workforce policy development to deliver a dynamic and adaptable nursing workforce capable of delivering high-quality care today and in the future in a rapidly changing health and social care environment.
Key Tasks:
* Provide high-level professional advice on national nursing workforce planning and policy development, including long-term workforce modelling, transformation, and modernisation.
* Contribute to the implementation and review of the Strategic Nursing Workforce Plan, ensuring alignment with system priorities and government ambitions for the health and care workforce.
* Support the development of inclusive and sustainable career pathways across all nursing fields, including development of new roles, introduction of RNA to Wales and advanced practice.
* Actively influence strategic workforce decisions through engagement with WG workforce colleagues, Health Education and Improvement Wales (HEIW), NHS Executive, and other relevant bodies/key stakeholder organisations through social partnership.
* Provide professional advice and leadership on the ongoing implementation, monitoring, and development of the Nurse Staffing Levels (Wales) Act through the national programme.
* Work with NHS organisations to ensure compliance, support workforce data analysis, and promote high-quality, safe staffing models that respond to population need.
* Work with HEIW, regulators, and higher education institutions to ensure the development and delivery of high-quality pre-registration nursing education that meets the needs of the Welsh population and service.
* Support the commissioning and monitoring of education programmes across all fields of nursing practice.
* Providing professional leadership in the development, monitoring and review of policy in relation to nursing workforce and education, taking account of relevant policy developments across the UK.
* Developing professional networks relating to subject areas in Wales, across the UK and internationally where appropriate to maintain contemporary knowledge and expertise.
* Lead specific programmes and projects for Ministers and HSSG Directors.
* Provide expert professional advice both orally and in written format to the Chief Nursing Officer/Nurse Director and Welsh Government on all matters relating to the portfolio by complex analysis, interpretation and comparison of a range of options as well as drawing as necessary on the knowledge, opinions and expertise of relevant external reference groups.
Office requirements:
Welsh Government have a hybrid working model based on being in your contracted office when there is a business requirement or when it suits your individual preference. Our staff are able to work from alternative locations, including from home when there is no requirement to be in their contracted office. The advertised roles are being advertised on that basis and not on a remote basis.
