We’re looking for a Policy Lead (Code Governance Reform) to join us and help shape one of the most important reform projects in our sector’s history.

We’re offering a permanent position with the opportunity to manage a high-profile reform programme that will modernise the regulation of gas and electricity codes - rules that are critical to how energy markets function. This is a strategic, cross-cutting role that offers an exciting opportunity to influence policy design at the heart of the transition to a smarter, greener energy system. This role sits within Ofgem’s Code Governance Reform programme, a flagship policy initiative stemming from the Energy Act 2023. You’ll help develop and implement the regulatory framework for a new class of licensee (code managers) and contribute to the transition from existing arrangements. Your work will touch every energy code and involve engagement with a range of Ofgem colleagues, government departments and market stakeholders. It’s a chance to deliver policy that has lasting, positive impacts for consumers and for the industry’s ability to innovate.
We’re looking for someone with policy development experience and the ability to handle complex, cross-cutting issues. You’ll be comfortable considering trade-offs, managing risks, and engaging with stakeholders to shape regulatory policy that supports strategic outcomes.

* Experience of working on policy development and presenting the assessment of options to inform regulatory or consumer protection proposals. Can demonstrate ability to consider trade-offs, implementation of processes and procedures. (LEAD)
* Policy Skills: identifying, analysing, and articulating complex problems; working with other professionals (for example analytical, technical, and legal) to develop solutions and options, and presenting policy recommendations that consider the trade-offs, risks, and dependencies to aid effective decision making. (LEAD)
* Managing delivery: set clear goals and priorities, supports others to solve problems, overcome challenges, seeking feedback and means of continuous improvement.
* Clearly identifies and communicates the relevance, interdependencies and strategic fit of their work to organisational priorities both internally and externally.
