The role will also involve providing build cost, commercial, procurement and technical support to the development of potential future new programme approaches.

The Learning Estate Team is responsible for the efficient and effective delivery of Scottish Government’s £2bn Learning Estate Investment Programme (LEIP) and other learning estate related initiatives. • Support programme development by using technical expertise and monitoring of market practice/innovations

• Apply a commercial approach to the consideration of opportunities that deliver value for money whilst operating within the parameters of LEIP

• Undertake cost and area metric reviews including cross reference to industry indices and market conditions to inform potential funding adjustments.

• Oversee the operational phase of the LEIP and support revenue payment release.

• Contribute to the planning, preparation and updating of presentations, programme documentation, briefing papers and reports in collaboration with members of the Learning Estate Team

• Develop templates, standard documents and guidance when required

• Build and maintain excellent working relationships with SFT colleagues and key contacts in Scottish Government, all 32 local authorities, SHOPs, SOLACE, ADES, COSLA, suppliers and other organisations linked to the programme.

• Support the development of future new investment and delivery approaches by understanding existing learning estate requirements, anticipated costs of meeting these requirements and potential delivery mechanisms.

• Promote and practice collaboration across SFT, sharing knowledge to support SFT’s broader infrastructure activities.

• Demonstrate technical expertise by ensuring technical skills and professional qualifications are relevant and kept up to date.

• Provide input to SFT’s corporate reporting on workstream activities and contribute to demonstrating SFT’s outcomes in areas of responsibility.
