The Operations Manager – EPRR leads the operational planning and delivery of emergency preparedness, resilience, and response arrangements in support of complex national events. The role is responsible for event risk assessment, business continuity planning, preparedness activity, and ensuring plans are proportionate, scalable, and aligned with multi‑agency command structures.
The post holder coordinates operational engagement with event organisers, local authorities, and emergency service partners, and leads the operational delivery of live events, including staffing, vehicles, and specialist assets. Acting as the key link between EPRR and EMS, the role supports training, exercising, live event delivery, and post‑event debriefs, and deputises for the Locality Manager where required
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main duties of the job
The post-holder will be responsible for working as part of the Trust’s Emergency Preparedness, Resilience and Response (EPRR) Team to fulfil its Civil Contingencies obligations in relation to the Civil Contingencies Act (2004), and meet the 6 core requirements of the Act:
· Assess the risk of emergencies occurring and use this to inform contingency planning.
· Put in place emergency plans.
· Put in place Business Continuity Management arrangements.
· Put in place arrangements to make information available to the public about civil protection matters and maintain arrangements to warn, inform and advise the public in the event of an emergency.
· Share information with other local responders to enhance co-ordination.
· Co-operate with other local responders to enhance co-ordination and efficiency.
The post holder will be a key member of the Emergency Preparedness, Resilience and Response (EPRR) Team, responsible for:
· specialist leadership and advice in relation to event planning and business continuity activity.

Qualifications and Knowledge
Essential criteria
* Educated to degree level in relevant field or equivalent experience.
* Evidence of ongoing professional development specialist knowledge in business continuity, event planning and emergency planning procedures, acquired through training and experience.
* Understanding of partner organisations roles and responsibilities during and emergency.
Desirable criteria
* Broad understanding of the key determinants of health emergency preparedness and the Civil Contingencies Act.
Experience
Essential criteria
* Experience of working across professions and organisations in relation to event planning.
Desirable criteria
* Able to provide examples of business continuity, event planning and emergency preparedness work which has made a real difference in the development of services.
* Experience of working on projects.
