Overview
This fixed term / secondment post is until 31 March 2026 to meet the needs of the service. If you are applying for the secondment, you must obtain permission from your current line manager prior to applying. We are seeking to appoint an enthusiastic and compassionate HR/People Officer to support our West IHC services, based at our offices in Ysbyty Gwynedd Hospital. This is a fixed term post at 37.5 hours per week. You will work alongside the People Business Partner to provide HR advice to a variety of clinical and non-clinical managers, as well as supporting the administration team. Travel across North Wales to attend meetings will be required.
Responsibilities
* You will be the first point of contact for all HR matters and queries arising from employees and managers. You will report to the Business Partner, who will retain overall ER case responsibility. You will proactively improve the Portfolio\'s performance and reduce ER case numbers, resolving informally where appropriate.
* Support managers with a variety of ER cases, such as sickness and attendance management, disciplinary, performance, and conflict resolution. Attend formal meetings, providing advice and options to resolve cases.
* For formal cases, support managers during hearings, providing HR support. Co-deliver in-house training on topics such as conflict resolution, performance management and attendance at work to managers and colleagues within the portfolio.
* Be prepared to undertake CIPD Level 5 qualification if not already held; if already qualified, remuneration will be in the Band 5 pay scale based on qualification, skill and experience.
Qualifications and Requirements
* Essential: Working towards Associate CIPD qualification with evidence of ongoing CPD; Bachelor\'s degree or equivalent experience.
* Desirable: Associate CIPD qualified; postgraduate study; coaching qualification.
* Experience: Experience providing advice and support to managers and staff without day-to-day supervision; experience guiding investigations and disciplinary hearings; up-to-date knowledge of employment law and good practice; extensive experience advising on complex employee relations issues; experience coordinating multiple workplace activities; commitment to partnership working; knowledge of the NHS HR agenda; experience in a large, busy organization.
* Desirable: NHS experience; experience of job evaluations; experience of organizational change including redundancy and TUPE; line management experience; policy review and development; experience delivering training on ER topics.
* Skills and attributes: Ability to advise up to senior management on complex ER issues; strong communication and relationship-building; ability to apply employment law to cases; ability to coach managers; high standards of written and verbal communication; ability to work across boundaries and promote HR values; adaptable and proactive; ability to prioritise and work in a team; commitment to equality and diversity; Welsh language ability is desirable.
