Overview

The role

This is an exciting opportunity to lead from the front as a Team Leader in our Projects and Programme Delivery team within the Strategic Projects department, where you'll shape and drive the successful delivery of capital infrastructure projects that support the sustainable management of Wales' natural resources. You'll head up a team of experienced project managers, guiding them through the full project lifecycle—from feasibility to design, procurement, and construction—ensuring that our projects deliver real environmental and community value.

As part of the senior leadership team, you'll influence strategy and direction and ensure compliance, innovation, and excellence in project execution.

As a senior project manager you will lead our more complex (financial, legal, operational, and reputational) projects, overseeing a wide range of design and construction projects across our various capital portfolios, which include engineering; infrastructure; environmental and ecological projects, for example flood risk management schemes, reservoir improvements, hydrometry upgrades, fish migration improvements, river restoration schemes, metal mines remediation and forestry estate infrastructure.

As an organisation we support flexible working. You will be contracted to an NRW office at one of the above locations and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

Successful applicants will be subject to a satisfactory Disclosure and Barring Service Check (DBS) check. Appointments are normally made within 4 to 8 weeks of the closing date.


What you will do

* Provide an expert, professional programme and project management service which is able to manage multi-disciplinary, high value programmes and projects for all areas of NRW with specific expertise in engineering project.
* Forecast and control the cost centre budget. Plan and manage project management resources so team costs are fully recouped by a competitive charge-out rate (balanced budget).
* Carry out Project Executive role for capital projects.
* Ensure appropriate governance for projects in line with PRINCE2 methodology.
* As chair of the Project Board for projects, be responsible for taking decisions.
* Lead multidisciplinary project teams for complex projects with both internal and external project team members to achieve sustainable solutions.
* Present business cases to Business Boards for approval, with accountability as Project Executive.
* Sign off the project's products (e.g. business case, communications plan, budget forecast, risk register, reports, designs, technical notes) ensuring the project is achieving the agreed objectives to the agreed quality standards within budgetary and programme tolerances.
* Provide advice and guidance as a lead expert in the field/function, developing appropriate solutions.
* Ensure all capital projects are planned, managed and delivered in accordance with CDM and relevant Health and Safety legislation, and following H+S best practice for designing out, treating and managing risks in construction projects.
* Lead and advise Project Managers in their management of NEC contracts (PSC, ECC, ECSC) and compensation events. The Project Executive is the initial point of resolution for any contractual disputes that may arise with the supply chain.
* Present complex issues to a range of key stakeholders.
* Deputising for Management tier colleagues.
* Any other reasonable duties requested commensurate with the grade of this role. Undertake health and safety duties and responsibilities appropriate to the post.

* Any other reasonable duties requested commensurate with the grade of this role.
* Required to take part in incident response activities.


Your qualifications, experience, knowledge and skills

Applications to this role will be assessed based on the following criteria both at shortlisting and interview. In your job application please demonstrate, using the STAR method, how you meet the requirements outlined below.

Educated to a minimum of degree level in engineering, science, environmental, geography or related technical subject. Post holders shall have several years team/ unit management experience and shall have qualified Chartered Professional Status in their chosen field of expertise (ICE, CIWEM, RICS, APM). PRINCE2 Practitioner Status. An expert in Programme and Project Management (PPM), able to train and lead all parts of NRW in PPM, with skills including financial, programme, scope, risk, procurement and contract (ideally NEC) management. Experience leading and directing multi-disciplinary capital project teams in complex civil engineering, construction and environmental sectors. Significant experience in capital project delivery. Post holders will have good communications and relationships skills. Post holders will be knowledgeable in safety and environmental management. UK full driving licence.

Welsh Language Level requirements:

* Desirable: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
