Job Details:

Job Reference: HCC623522
Salary Range: £27,780 - £30,564 per annum
Work Location: Elizabeth II Court, Winchester
Hours per week: 37
Contract Type: Permanent
Closing Date: 19 April 2026
Interview Date: w/c 27 April 2026

The Role:

Highways Development Planning plays an important role in shaping new communities. We do this through our advice on development proposals, influencing place making and ensuring new development is supported by necessary highway and transport infrastructure. We implement the County Council’s transport policy and guidance when responding to planning applications. To do this we review technical documents and plans, such as transport assessments and internal site layout drawings to provide recommendations on planning applications on behalf of the Highway Authority.

What you’ll do:

In this role, you will help provide highway advice on planning applications, working both independently and as part of a team, while supporting senior colleagues in negotiating and project‑managing highway agreements and development‑related Travel Plans. You will assist with communications across a wide range of stakeholders, including District Councils, developers, members of the public, Council Members and colleagues, through meetings, written correspondence and telephone discussions.

You will contribute to the smooth operation of the Development Planning Team and help deliver the highway pre‑application service to ensure timely and high‑quality advice.

The role also involves preparing committee reports and supporting the production of technical reports and briefs for local authorities, consultants and other key partners. Throughout your work, you will maintain awareness of corporate and departmental requirements, including equalities, health and safety, and sustainability, and apply them in your day‑to‑day responsibilities.

What we’re looking for:

We are looking for someone educated to A‑Level standard (or equivalent), with strong IT skills and the ability to quickly learn new processes and procedures. You will bring effective communication skills, ideally with some experience presenting and engaging with customers, along with the ability to draft clear responses to a range of transport-related issues. Strong interpersonal skills, the ability to analyse data and prepare draft reports, and being a committed team player are all essential. You should also be adaptable, responsive, and comfortable working in a changing environment. A degree in a relevant discipline and any experience within transport or a related field would be an advantage.

Why join us?

We offer a flexible, motivating and inclusive workplace, where talent is truly recognised and developed. We have created an environment that you can look forward to being a part of and where you are empowered to be your best and believe in creating a workplace built on teamwork where people can grow and develop in their roles.
