Job Description

To work within the expanding Early Years Service to deliver a quality 'provider neutral' Early Learning & Childcare (ELC) Service

To develop and undertake key tasks and activities specific to the quality assurance, performance and planning for the delivery of Early Learning & Childcare.

To support Early Learning and Childcare providers in the implementation of major national and local priorities, including Curriculum for Excellence.

To advance the removal of barriers to achievement through promoting inclusion and access to early learning and childcare for all children.

To promote the care and wellbeing of all children, in line with the Council's policies, including Child Protection and Getting it Right for Every Child (GIRFEC).

To lead on the strategic development of Family Learning, Parental Engagement and Nurture across the Early Years Service.

To line manage Nursery Managers within Local Authority Nurseries.

Requirements

This post is considered to be a 'Regulated Role' under the Disclosure (Scotland) Act 2020. Under the Act, it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. The successful candidate will therefore be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.

Responsibilities

To lead on quality improvement across the Early Learning & Childcare sector (including partner nurseries and childminders).

To support curriculum development within all Early Learning & Childcare settings (including partner nurseries and childminders).

To promote positive outcomes for all pre-school children in Moray.

To support the Early Years Service Manager in the development of an expanding Early Years Service

To be responsible for line management, professional practice and performance of a group of staff.

The Individual

Considerable Experience In One Of The Following Areas


* Manager level within a nursery delivering funded early learning & childcare.

Or

* Promoted Teacher in a school with nursery responsibility
* Educated to degree level/ professional qualification in relevant discipline.
* Registered with relevant professional body.
* Working knowledge of and ability to work effectively within relevant child care legislation and practice.
* Clear thinking and good analytical abilities.
* Effective communication and organisational skills demonstrating an ability to prioritise.
* Self-confident and self-motivated.
* Ability to motivate, lead and support a team
* Extensive knowledge and understanding of curriculum development.
* Ability to motivate, support, challenge, and work effectively with all stakeholders.
* Ability to show flexibility in approach to the professional task.
* Ability to take a lead role while empowering colleagues in delivering service.
* Able to work effectively under pressure and to meet prescribed deadlines.
* Ability to develop effective external relationships and effective partnership working.
* You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is undertaken by use of a car
* Ability to listen to others and respond professionally
* Ability to work as a member of team.
* Ability to work on own initiative.
* Ability to work effectively under pressure.
* Ability to focus on agreed objectives to ensure they are achieved within agreed timescales.
* Able to quickly form professional and productive working relationships.
* Ability to work flexibly to meet the needs and demands of the service. This may include attending meetings and events outwith office hours, including periods away from home, when required.

Closing Date: 12 September 2025

Starting Salary: £57172.05 (pro rata)

£30.33 per hour

36.25 hours per week (term time)
