Initial 6 month contract - 4 days p/w
Provide vision, strategic direction, and visible leadership for the Highway Operations Service. Ensure delivery against agreed service plan outcomes by providing a safe, innovative, efficient, and effective service.
Overall accountability for the safety and wellbeing of employees, contractors, and those interfacing with our service. Develop and promote a mixed economy delivery model, ensuring a sustainable succession plan and delivering excellent value for money outcomes.
Key Responsibilities:
1. Lead the Highway Operations Service in the delivery of construction, maintenance, and related tasks on the highway network. Act as a figurehead for internal delivery teams.
2. Deputise for the Assistant Director Highways Delivery when necessary.
3. Maintain the reputation of the service internally and externally, fostering an ethos of excellence and valuing stakeholder feedback for continuous improvement.
4. Ensure projects and activities are delivered according to best practices, standards, and specifications, utilizing resources effectively.
5. Use risk management frameworks and industry best practices to proactively manage risks to service delivery.
6. Deliver services for adverse weather and emergency works, including winter maintenance, outside normal hours.
7. Maintain accountability for health, safety, quality, and environmental performance, aiming for industry-leading safety standards.
8. Develop a sustainable business model that maximizes value for money and maintains a skilled internal workforce.
9. Create and manage a resourcing strategy, including succession planning and talent management.
10. Provide technical and strategic leadership across highway areas to support management and delivery teams.
11. Manage the construction supply chain, ensuring frameworks and contracting methods meet service needs, including long-term partnering strategies.
12. Operate a commercial function controlling costs, estimating, and contractual compliance, aligned with corporate governance.
13. Support delivery on tasks for other services within the council and collaborate with external partners.
14. Seek opportunities for collaboration and continuous improvement through feedback and best practice sharing.
15. Implement systems for feedback, risk management, and issue escalation.
16. Conduct process audits and value-for-money assessments, ensuring timely reporting and improvement plans.
17. Maintain a procurement pipeline and ensure compliant procurement strategies.
18. Engage staff to develop annual service delivery and value-for-money improvement plans.
19. Work with unions to maintain positive industrial relations.
20. Prepare and recommend budgets in collaboration with other heads of service.
