Join Ofwats Talent & Operational Development Team as a Early Careers Advisor / People Development Trainer This is a fixed term appointment for 18 months. *Office Location: Birmingham (B5 4UA) with hybrid working* About Us We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales. Following the Independent Water Commissions final report, the UK government has set out a bold new direction - one that brings together expertise from across the sector to deliver better outcomes for customers and the environment. We are working in collaboration with the government and other regulators to help establish a new body for England, combining our strengths with those of the Drinking Water Inspectorate, the Environment Agency, and Natural England. Were also continuing to engage with the Welsh Government to support future decisions for Wales. While these changes take shape, our mission remains the same: to hold water companies to account, drive performance, and ensure the sector delivers real value for customers, communities, and the environment. The Role The Independent Water Commission published their final report on the review of the water sector regulatory system on 21 July 2025. While we are entering a period of change, Ofwat still has a lot of important work to do. We remain focused on the day job and ensuring that the £104 billion investment package that we have approved delivers the maximum benefits for customers and the environment. Ofwat remains committed to working constructively with the government and supporting outcomes that are in the best interests of customers, communities, and the environment. Our focus remains the same: delivering strong, independent economic regulation to deliver our vision of a secure and sustainable water sector, acting in the best interests of customers, communities and the environment. The creation of the new regulator may take up to two years to finalise, during which time we will work closely with the government and other regulators to create a plan for a smooth transition. The People Development Trainer post has an important and valuable contribution to enable us to deliver on our goals and regulatory commitments. You will play a central role in delivering our learning, capability and early careers strategy, helping individuals and teams reach their full potential. Reporting to our Learning and Organisational Development Partner, you'll be responsible for designing, delivering, and continuously improving impactful development experiences, from leadership programmes and early careers pathways to team development and continuous improvement initiatives. Your focus will be on creating inclusive, engaging, adaptive learning experiences that enable real-world application and sustainable behaviour change. This role is vital in applying contemporary adult learning principles and practices to maximize development, engagement and effectiveness that contributes to the continuous improvement culture of our organisation. About You Below are some of the key essential experience, skills & knowledge required for this post: Proven L&D Expertise: Proven experience in a Learning and Development role and the ability to demonstrate impact achieved through all aspects of the learning cycle and catering for a broad range of audiences. Early Careers journeys: Demonstrated understanding of early careers talent development, including knowledge of progression pathways, learning approaches, and the distinctions between early talent, experienced hires, and apprenticeship programmes. Qualified : CIPD, TAP, or equivalent level of expertise demonstrated from experience. Continuous Improvement understanding: An understanding of Continuous Improvement principles (e.g. lean thinking, systems thinking, iterative problem solving) and a practical ability to apply them to embed learning and drive sustainable change. Stakeholder engagement : Confident in building effective relationships and influencing diverse internal and external stakeholders to drive alignment and deliver shared outcomes. Adaptability and Resilience: Comfortable working in ambiguity and complexity, with a strong record of responding to challenges with creativity, flexibility, and a calm, solutions focused approach. Curiosity and self-development : Proactive, self-motivated and committed to colleagues continuous personal and professional growth, role modelling a learning mindset.
