Senior Organisational Development Partner

We are looking for a Senior Organisational Development (OD) Partner to play a key role in delivering our People Strategy and sustaining a high-performing, inclusive and resilient Council.

This is a particularly important time to join us. As the Council prepares for Local Government Reorganisation (LGR), this role will be central to supporting organisational stability, maintaining workforce engagement, and ensuring we are well positioned for the future.

Working closely with the Head of HR, you will provide strategic OD support to strengthen organisational culture, build capability, and support consistent performance. This is an exciting opportunity to lead impactful initiatives across learning and development, organisational resilience, wellbeing, talent, and performance.

You will work in partnership with managers, HR colleagues and stakeholders across the Council to design and deliver practical OD solutions that support stability and continuous improvement as we deliver the Council plan and prepare for Local Government Reorganisation.


Key responsibilities in the role include:

* Driving delivery of the Council's People Strategy through effective OD practice
* Supporting organisational stability and resilience through clear frameworks, capability development, and consistent approaches
* Supporting the organisation in change readiness
* Shaping and delivering a corporate learning and development offer aligned to workforce needs
* Embedding a high-performance culture through effective performance and development frameworks
* Using data and insight to inform priorities and evaluate impact
* Championing employee wellbeing as part of a proactive and supportive people strategy
* Overseeing key programmes including corporate induction, apprenticeships, and coaching
* Ensuring OD practice aligns with governance, legislation and best practice


What we are looking for:

* A post graduate qualification in HR or other disciplines relevant to the post (CIPD level 7 or working towards) or equivalent
* Professional membership of CIPD
* A solution focussed, enthusiastic approach to problem solving/challenges, with the tenacity to look past obstacles and maintain a positive outlook
* Experience of delivering a corporate learning and development offer
* Demonstrable experience of engaging employees as part of a high performing organisation
* Demonstrable experience of contributing to the design, development and implementation of a range of plans, strategies and other interventions that led to the positive behavioural change and increased employee engagement
* Ability to work as part of a team, offering management and support to team members
