Job Purpose
The postholder will carry out comprehensive due diligence on the Council's property assets to identify and progress opportunities for disposal as part of the Improvement and Recovery Plan following the Section 114 Notice.
This role is pivotal in supporting the Council's financial recovery by ensuring that all property transactions are delivered efficiently, achieve best consideration, and comply with statutory, regulatory, and governance requirements.
The postholder will work closely with internal and external legal advisors, appointed property agents, and service departments to ensure disposals are managed from instruction to completion in an effective, transparent, and commercially astute manner.
Key Responsibilities
? Property Due Diligence & Assessment
Undertake a comprehensive review of the Council's property portfolio to identify opportunities for disposal, rationalisation, or redevelopment.
Collate, analyse, and verify property data, including title information, tenancy schedules, covenants, access, planning status, and constraints.
Carry out site inspections, desktop appraisals, and valuation assessments to inform decision-making.
Prepare asset disposal recommendations with supporting evidence to ensure decisions are robust, transparent, and compliant.
? Disposal Process Management
Lead the end-to-end disposal process from instruction to completion, ensuring all steps are completed in accordance with the Council's procurement and governance frameworks.
Liaise with external property agents and ensure marketing strategies are appropriate, effective, and deliverable.
Coordinate with legal teams to ensure due diligence, documentation, and contracts are completed to a high standard and within agreed timelines.
Prepare and maintain detailed disposal trackers, financial forecasts, and performance reports.
