Job Purpose Summary:

You will ensure the business adopts a proactive and consistent approach to all sourcing and contract management activities, ultimately maximizing value for money, improving supply quality, generating cost savings, and enhancing social value.
Key Responsibilities and Accountabilities:
At LLA, we procure a variety of exciting items such as fire engines, critical IT systems and infrastructure, bars and retail units, large construction projects, and marketing campaigns including Christmas and celebrity visits. As a buyer, you will be responsible for procuring various commodities and services through the electronic tendering portal (Jaggaer). Your responsibilities include:
* Maintaining an engaging approach, working in partnership with internal and external stakeholders on procurement and contract management across all categories including IT, Commercial, Corporate Services, Infrastructure, and Operations.
* Carrying out all contracting activities in line with LLA’s procurement policy and Competition Law, managing end-to-end procurements from planning, sourcing, to contract management and supplier performance.
* Developing and implementing procurement strategies for renewing existing contracts and establishing new framework agreements, focusing on sustainability and successful negotiation with suppliers for better outcomes.
* Preparing effective ITT documents, leading evaluation sessions, negotiating with suppliers, and presenting outcomes clearly. Assessing stakeholder requirements to ensure value and risk mitigation.
* Managing the contract database, e-sourcing tools, and protocols for ongoing supplier management, including creating and managing preferred suppliers and monitoring performance.
* Providing advice and guidance on procurement policies and procedures to key stakeholders.
* Researching market data to estimate and negotiate current and future prices, innovations, and solutions for goods, works, and services.
* Demonstrating attention to detail, collaborative working, organizational skills, and solutions-focused thinking, with the ability to multi-task and meet deadlines.
* Communicating effectively at all levels within the organization.
Qualifications Required:
We value a driven and motivated team. As a buyer at LLA, you should have:
* At least 2 years of experience in a regulated procurement role.
* CIPS qualification or willingness to obtain it.
* Excellent written and oral communication skills.
* Awareness of Public Contract Regulations and OJEU/FTS procedures.
* Understanding of best procurement practices under competition law.
* Methodical working approach.
* Strong analytical skills and proficiency in Microsoft Excel.
* Ability to coordinate multidisciplinary teams to deliver projects on time and to high standards.
* Attention to detail, with the ability to identify anomalies in reports and data.
* Problem-solving skills.
* Organized, accurate, independent, reliable, and proactive team player who takes ownership of work.
