Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO) and contribute to the financial and business management of the Programme to support risk mitigation, resolve barriers to delivery, and ensure value for money.
We seek someone with a strong track record in managing complex financial information and collaborating to drive value for money and influence ongoing investment.
Key tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working with delivery teams to ensure affordability and value.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, setting strategic directions for digital services that transform regulation.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape user-centered digital services and platforms that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential:
* Experience in a fast-paced, dynamic programme environment
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL)
* Purchase order processes
* Experience with business cases, approval routes, and change control within EA and Defra
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance
* Proven ability to lead, engage stakeholders, and drive innovation

We support your development with incident management objectives and appropriate training. The role is flexible with a national working location. Some travel and overnight stays may be required.
