The Company
Our client is a leading name in several fields of manufacturing, with a major European and UK presence spanning numerous operational plants. Due to a pending retirement, they are presently seeking a Site Engineering Manager to lead all engineering activities at one of their key manufacturing operations in Manchester.
Responsibilities
* Lead and oversee all engineering activities at a large, high hazard (CoMAH) site to ensure safety, performance and efficiency of production processes, equipment, a large warehouse, and multiple fabrication processes.
* Strategic planning, project management, and cross-functional collaboration to drive continuous improvement, innovation, and cost-effective solutions.
* Supervise a team of engineers and project managers; manage capital projects (including major projects); ensure compliance with high safety and environmental regulatory demands.
* Demonstrate strong focus on quality, reliability, and operational excellence.
Essential duties and responsibilities
* Health, Safety and the Environment
* Accountable for HS&E performance within the engineering department
* Contribute to site HS&E risk improvement program
* Lead the site emergency response team in a major incident
* Lead engineering function with internal and external process safety / CoMAH audits
* Ensure compliance with Regulations: health, safety and environmental legislation (e.g., HSE, COSHH, PUWER, Pressure equipment, LOLER, LEV, EAWR)
* Manage engineering changes through formal change control processes with safety impact assessments
* Lead risk assessments for engineering projects, maintenance tasks, and equipment modifications
* Develop and enforce safe systems of work, including permits to work, lockout/tagout, and confined space entry protocols
* Establish and manage controls for handling and storing high hazard chemicals, including loss of containment protection, exotherm management, ATEX zone management and emergency plans
* Adhere to mandatory standards (e.g., machinery guarding, chemical safety, contractor management)
* Training & Competency: ensure staff are trained and competent in HSE procedures, including emergency response
* Demonstrate visual leadership through behavioural safety appraisals and 5S audits with corrective action coaching
* Process safety: lead site process safety, ownership of HAZOP/LOPA, CoMAH safety reporting
* Quality / Cost
* Understand and own the major impact of engineering and maintenance inputs on quality outputs
* Quality Standards Compliance: align activities with ISO 9001, customer specs, and internal QA protocols
* Collaborate with production to maintain and improve process controls for consistent quality
* Lead root cause investigations into engineering or process failures using structured problem-solving tools
* Drive continuous improvement in product quality and process capability (e.g., Six Sigma, Pareto analysis)
* Manage engineering changes through formal change control with quality impact assessments
* Delivery / planning
* Ensure timely and cost-effective delivery of engineering projects, including upgrades and infrastructure development
* Oversee maintenance strategies to minimize downtime and maintain operational continuity
* Lead capital projects budgeting and execution aligned with ROI
* Provide technical problem solving to resolve complex issues across the operation
* Resource planning to balance short-term needs with long-term goals
* Monitor and report KPIs (equipment uptime, project milestones, maintenance compliance)
* Stakeholder engagement with operations, quality, HSE, and supply chain
* Budget control and efficient use of resources
* Documentation & reporting of engineering activities and changes for auditability
* Plan equipment overhaul or replacement for aged assets
* Implement FMEA across assets and align maintenance plans to business needs
* People
* Provide leadership, coaching and development for engineering staff
* Maintain effective communication with internal stakeholders to align outputs with business needs
* Foster cross-functional collaboration and a constructive work environment
* Resolve conflicts and manage performance; succession planning and employee engagement initiatives
* General
* (Major) Capital project business case development
* Site estate facilities maintenance responsibility
* Duty holder for electrical safety and Legionella control
* Site security management; call out rota and emergency call out team member
Person Specification
* ONC or HNC time served, apprenticed-trained technician
* Bachelor's degree in Engineering (Mechanical, Chemical, Manufacturing, or Industrial) preferred but not essential
* Professional certifications (e.g., Chartered Engineer status, Six Sigma, Lean, PMP)
* 10+ years of engineering experience in manufacturing or process industries
* 5+ years in leadership roles managing engineering teams and capital projects
* Track record of delivering capital projects, process improvements, and maintenance strategies
* Strong understanding of HSE, quality, and compliance standards in manufacturing
* Project Management: ability to plan, execute and deliver complex projects
* Process Improvement: skilled in identifying inefficiencies and implementing improvements
* Data-Driven Decision Making: able to use data and analytics to inform strategies
* Risk Management: capable of identifying, assessing, and mitigating risks
* Strategic Thinking: align engineering initiatives with site strategy
