Role Overview
The Deputy Chief Operating Officer (DCOO) will work in close partnership with the Chief Operating Officer (COO), sharing responsibility for the leadership and delivery of operational performance, service improvement and transformation across the Trust. The role will be a key driver of productivity and efficiency across all Operational Services.
The DCOO will provide leadership, operational management and strategic direction to ensure the delivery of safe, high-quality and patient‑centred care within available resources. Working collaboratively with the Deputy Chief Finance Officer, the Chief Finance Officer, and the Locality Triumvirates, the DCOO will support financial recovery, improve operational grip, and lead the implementation of sustainable performance and productivity improvements.
The role will hold responsibility for strengthening operational safety, security and ensuring robust compliance with statutory requirements and operational readiness across all services.
The DCOO will lead the development and implementation of business planning, service improvement and operational performance strategies aligned to Trust priorities. This includes supporting service development and commercial opportunities that enhance quality, improve efficiency and strengthen the Trust's strategic objectives.
The DCOO will support improvement through Quality Improvement approaches and will assist the COO in ensuring effective patient safety, quality and clinical governance across the Trust. The Deputy Chief Operating Officer (DCOO) will provide strong, visible and values‑led leadership across operational services, working closely with Service Directors, Clinical Directors, Directors of Nursing and Service User Leads to ensure effective operational management and high‑quality service delivery.
The postholder will support Locality Care Groups in delivering their agreed objectives, including the management of income and expenditure, delivery of activity within contract, and achievement of national and local performance standards.
The DCOO will ensure the Chief Operating Officer receives clear and timely assurance on operational performance and risk, and will play a key role in communicating the Trust's strategic aims and priorities across the organisation. Working with the COO, Locality Care Groups and system partners, the DCOO will help set clear local strategic direction and provide expert advice on service development, operational performance, contracts and targets.
The role includes responsibility for ensuring a robust performance management framework is in place, aligned to the Trust's Strategic Intents, with accurate and timely reporting across finance, activity, access, safety and quality. The DCOO will identify and address areas of over or under performance and lead the development of systems to monitor service safety and effectiveness, drawing on audits, incidents, complaints, research and feedback.
