Job overview

This is new role for the organisation, focused on improving the provision of reporting for the organisation. The focus of this role is understanding why our performance has changed to facilitate appropriate targeted responses to adverse performance, and to highlight best practice where performance improved. The post holder will work closely with the Clinical Operational Directors and the wider clinical divisions, in addition to colleagues across the transformation team to ensure an aligned approach and narrative to performance improvement.


Main duties of the job

The Associate Director of Planning & Performance will oversee the organisations performance function. You will be responsible engaging with the organisation and external stakeholder to understand our performance, what is driving this and our organisational response, providing a cohesive narrative of the organisations performance journey to a range of forums.

You will work collaboratively with staff across the organisation to ensure that there is a consistent narrative to our organisational performance, providing challenge and holding to account as well as highlighting positive improvement. You will then be responsible for providing the consistent narrative through the Trusts performance and accountability framework – from divisions through to the Trust board – and with external stakeholders for performance reviews with NHS England and escalations.

You will have significant experience creating and presenting performance information for acute Trusts, working with colleagues to provide a clear consistent narrative. You will be able to work closely with colleagues at all levels of the organisation, developing strong and productive relationships to help further develop our organisational narrative.

Person specification


Education and Qualifications

* Educated to masters level or equivalent experience
* Relevant technical or professional qualification
* Evidence of continuing professional development


Experience

* Substantial relevant experience at a senior management level in the NHS
* Substantial relevant experience of managing performance within a large and complex organisation
* Significant experience working in a senior reporting role
* Significant experience and specialist knowledge of the application of NHS performance standards, including: RTT Rules and Application Rules and application of cancer standards A&E 4 hour standard Detailed understanding of rules for elective recovery funding and reimbursement for activity
* Proven track record of achievement in performance improvement in large and complex customer facing organisations, including the NHS
* Experience of managing change – organisational, business and technica
* Significant experience writing performance reports based on complex information
* Experience of managing internal and external stakeholders for the delivery of reporting and analytic services, including working with stakeholders to prioritise demand
* Experience of data analysis, the NHS information data set structure and related performance expectations (e.g. RTT)
* Experience in significant management projects, particularly involving change across more than one organisation


Skills

* Excellent interpersonal and communication skills and the ability to interact with staff, key stakeholders and customers
* Excellent attention to detail
* The ability to think analytically and creatively to resolve technical problems and deliver analytical insights
* Excellent team and resource management skills, including recruitment and retention, and the management of both technical and non technical staff
* Strong project and task management skills, with the ability to plan work to time and budget.
* Ability to make persuasive arguments to sell ideas and analysis to senior management
* Demonstrate financial management skills including financial appraisals, forecasting and budget setting
* Ability to provide technical leadership, understand and articulate strategic business requirements


Personal and People Development

* Proven ability to rapidly establish credibility and influence at a senior management level
* Excellent decision making skills with the ability to organise, delegate and deliver
