What's involved with this role: HYBRID ROLE Capital & Projects Accountant Thames Valley BL 366807 JM Rate of Pay: £31.20 per hour PAYE 37 hours per week (Mon-Thurs 09.00 - 17:00/Fri 08:00 - 16:00) Contract Length: 5 months (the role has potential to be extended) Location: Kiddlington, OX5 1NZ NPVV3 Vetting - the successful candidate will go through this vetting process NB: Police Vacancy - only for candidates with a minimum of 3 years continuous UK address history. Are you a seasoned finance professional looking for a role where you can drive strategic impact and influence key decisions at the highest level? Our client is looking for a Strategic Capital & Project Finance Lead to take full ownership of the end-to-end financial management of our client's capital and project portfolio, with oversight of a multi-million-pound budget and direct influence on high-stakes investment decisions. Hybrid - 1-2 days per week but Wednesday's need to be one of those days. You will be required in the office all week when they start to ensure the are up to speed with the role and systems. There is a potential for the role to be extended. Business Partnering side - 70-80% of the role, 20% Reporting. Candidates will need to be a qualified accountant, with a CCAB or ACCA or equivalent experience. Purpose of the Role: This role exists to lead and manage the financial framework for capital investment and project delivery across the force. You will shape policy, ensure regulatory compliance, and play a critical leadership role in strategic financial planning and reporting. You’ll be the go-to expert and final financial sign-off for up to 50 concurrent projects with a capital portfolio exceeding £100 million. Key Responsibilities: Deliver accurate, insightful monthly financial reporting to governance boards and key stakeholders, highlighting risks, issues, and opportunities. Partner with Project Managers and SROs to ensure robust financial forecasting, adherence to accounting standards, and alignment with strategic capital plans. Lead the financial elements of the business case process, ensuring value for money and compliance with financial regulations. Maintain and manage the fixed asset register to support year-end close and audit readiness. Own and manage the Medium-Term Capital Plan (MTCP), preparing comprehensive reports and funding recommendations. Develop and enforce capital policy and project-related financial procedures across the force. Lead the external audit process for capital/project expenditure, managing auditor relationships and ensuring all documentation is in place. Serve as the financial lead in commercial tenders and procurement processes related to capital projects. Support senior leadership with any additional financial duties as needed. Financial responsibility for 50 capital and project initiatives simultaneously. Lead financial authority for project governance boards. Budget responsibility: Over £100 million across a 4-year Medium-Term Capital Plan. Key liaison and influencer with Chief Officers and senior stakeholders across the force. Essential Qualifications & Skills: CCAB-qualified accountant with substantial experience in financial business partnering. Strong background in capital and project accounting, with knowledge of project/programme management methodologies. Advanced Excel and financial systems proficiency. Strong interpersonal and communication skills, able to explain complex financial data clearly. Skilled at building relationships, influencing senior stakeholders, and providing strategic financial insight. Comfortable working under pressure and meeting tight deadlines. Creative thinker with excellent problem-solving ability. Experience in team leadership and staff development.
