Role Summary: This role will provide technical Construction & Logistics (C&L) review, challenge and development to the works programme to support; design development, deliverability, constructability, schedule optimisation, survey and associated risk mitigation. Function: The Delivery function is accountable for delivering an asset which aligns to the Sponsor requirements, establishing a safe, reliable and integrated railway. Delivery will demonstrate delivery excellence through technical innovation and design excellence, underpinned by mature Programme controls to maximise the benefit of project delivery in relation to public pound spent. The Delivery function will act as an intelligent and informed integrated team, that uses a network of third-party strategic suppliers to leverage the capabilities required to deliver the asset. Key Responsibilities Lead on all matters relating to the development of the integrated Construction & Logistics (C&L) and Entry into Service (EiS) compliance and assured Integrated Programme. Support the Principal Construction Manager in strategic planning / decision-making processes and be responsible for the Construction & Logistics (C&L) overall End to End Integrated Programme. Review and assess the ‘best for the Project’ Constructability & Logistics (C&L) methodology, providing independent challenge and feedback to ensure practicality and feasibility and staging viability including Quantitative Schedule Risk Analysis (QSRA) supporting audit assurance. Offer constructability advice; assurance and validation for design programme produced to ensure programme alignment of C&L (including wider construction best practices; buildability and optioneering / Mass Haul / Value Engineering (VE)). Support integrated construction sequencing alignment - for proposed EWR - Configuration Stages (CS); though early works with End States: CS3 Stages – including; supporting - management and assurance of topographic survey delivery including coordination / rationale / Best Practices: All survey information delivered by EWR suppliers are compliant to NR standards and EWR ‘integrated’ Survey Control Networks and Grids). Show a commitment to innovation by proactively seeking ‘best for the job’ creative solutions to challenges and opportunities within C&L and supporting design (Including embedding; CDM-2015 and Safety in and by Design principles) Work with the Programme Development Teams and Technical Partner to develop a robust integrated Construction & Logistics (C&L) programme which supports; Key Strategic Assumptions (KSA’s), commercial pricing, risk and supporting mitigations Evaluate: National Supply Chain (NSC) supporting options to prepare for EWR C&L; including Risk & Mitigation / Value Engineering (VE) Options Collaborate with Subject Matter Experts (SMEs); Technical Engineering Specialists; Survey, Design, and supporting teams to identify potential issues and recommend solutions for improved constructability (Including options of Temp Works and integration with Permanent Works to support programme surety). Prepare and present detailed reports on Constructability & Logistics (C&L) assessments, including risk identification, high level assumptions and risk mitigation strategies. Support and conduct site visits and inspections to validate design / Constructability & Logistics (C&L) assumptions and provide real-time feedback on construction methodologies. Maintain up-to-date knowledge of industry standards, innovative construction practices, and regulatory requirements to inform design and C&L assessments. Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles. Support Commercial Reviews on C&L; Demonstrate a cost-conscious mindset, keeping taxpayers’ money at the forefront of all decisions. Skills, Knowledge and Expertise Extensive experience in complex ‘Major Project’ Infrastructure Delivery including: Construction Planning, Site Construction (Delivery Management) within large-scale railway or infrastructure Major Project – Scheme Development (Early Contractor Involvement (ECI) experience. CDM Process and governance CSM-RA Process and governance Proven track record of successfully assessing and improving the constructability of complex engineering designs. Good understanding of Technical Engineering Principles, Railway, Highways Systems and Standards; Construction Methodologies and options, and industry best practices.
