This role is for an experienced Traffic Network Officer in Hertfordshire, working with the Hertfordshire County Council (HCC) to protect and maximise the value of HCC’s £8 billion portfolio of highways, structures, and environmental assets.
Responsibilities
* Validate and process permit applications in line with the East of England Permit Scheme and relevant Codes of Practice.
* Apply and verify permit conditions to minimise disruption and maintain safety, ensuring strong network control.
* Assess Traffic Management Plans, offer practical alternatives and attend site meetings to reduce network impact.
* Process a range of licence applications (including skips, scaffolding, hoarding and cranes) to ensure safe use of the highway.
* Collaborate with film companies and event organisers to support safe, well‑managed activities on public roads.
* Build effective relationships with internal teams, the Police, statutory undertakers and other stakeholders on network‑related matters.
* Provide clear, professional responses to enquiries, maintaining a positive public image.
Bringing a collaborative mindset, strong communication skills and a commitment to public safety, you will balance competing demands on the network and work constructively with stakeholders to keep traffic moving while enabling essential works.
Qualifications
* Hold a Lantra 12D M7 Client Officer/Manager Traffic Management qualification and experience in a street works permitting environment such as the East of England Permit Scheme from either a HA or utility company perspective.
* Experience using the DFT Street Manager Street works system and a working knowledge of the Coordination of Street works and Road Works code of practice.
* Hold a full clean driving licence.
