As part ofgovernments ambitious Warm Homes Plan, Ofgem is supporting DESNZ to explore options to deliver warmer, greener home that are more affordable to heat. As this gathers momentum, we need to manage a number of related workstreams and initiatives supporting this work in Ofgem.

The Programme Manager will:
* Provide programme management leadership to the multi-disciplinary programme team, ensuring they have clear direction, are achieving objectives, and are supported to overcome challenges;
* Advise SRO, senior leaders and programme governance on programme risks, resourcing, prioritisation, and the critical path for decisions and outputs;
* Demonstrate exceptional inclusive people leadership, ongoing professional development and commitment to Ofgem values.
Key Responsibilities
* Establish and manage a high performing programme team;
* Cascade the vision and translate into delivery objectives for the team;
* Input, and co-ordinate input of project leads and SMEs into business case as required;
* Set up, implement and maintain effective programme controls, governance and assurance frameworks ;
* Manage risks and issues; ensure mitigations are in place.
* Identify and manage dependencies between the various elements of the programme.
* Lead the programme to deliver the agreed outcomes within time, cost and quality constraints;
* Identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate;
* Ensure realisation of benefits for customers
* Ensure business readiness for change;
* Put in place a framework for the monitoring of and reporting on programme performance, working with Delivery & Scheme PMO
Key Outputs and Deliverables
* Set up, and adapt as necessary, a framework and ways of working for the management, monitoring and evaluation of the programme, including strong links with DESNZ and wider Ofgem;
* Produce updates, report and other programme documentation to agreed content and deadlines;
* Input into drafting of communications, briefings, process and governance materials relevant to the programme;
* Establish, and keep under review, clear responsibilities and ways of working, with DESNZ .
Person specification

Role Criertia:

Essential
* Robust experience of leading significant change or transformation programmes (LEAD)
* Strong track record of engaging with and influencing stakeholders at senior level (LEAD)
* Experience of leading a change team
* Skilled collaborator and strong communicator, able to work across a wide range of teams leading and Managing Project Workstreams
* Programme management, transformation, change Management practices qualification, for example:
o PRINCE2 Practitioner
o Managing Successful Programmes Practitioner
o Management of Risk Practitioner
o Managing Portfolios Practitioner
o Managing Successful Programmes Advanced Practitioner
o APM Chartered Project Professional
o Project Leadership Programme

Desirable
* Proven aptitude for leadership through management of others (line/project/matrix management)
* Understanding of the energy sector
