Governance & Democratic Services Manager - Mid and East Antrim Council - Public Sector
You will be responsible for ensuring all council and committee meetings are developed, set up, and effective within the approach to good governance. Lead and coordinate Elected Member training and development to build Elected Member capacity, supporting corporate objectives. Manage and coordinate delivery of a local democracy programme and civic events that raise the profile of the Borough.
About the role:
* £28.49 per hour
* 37 hours per week - the post holder will be expected to work outside of these hours at weekends, evenings, and public holidays
* Duration of post: 3 months temporary cover
* Location: Confirmed following appointment (to be flexible across Mid and East Antrim Borough)

What you will be doing:
* Provide effective, efficient, and comprehensive Democratic Services provision that meets the needs of the Council in working within good governance arrangements and be responsible for developing and implementing arrangements for delivery of the civic and ceremonial events programme.
* Advise and guide councillors, directors, and officers on the operation of the Council’s decision-making and governance arrangements and on the interpretation of the Standing Orders and other procedural matters.
* Manage the development of agendas, collation of papers for Council and Committee meetings, and preparation and issue of Agenda and papers to SMT and Elected Members, in compliance with Standing Orders. Oversee any technical arrangements. Manage production of minutes and issue of decisions logs and action lists, monitoring action lists, and providing update reports to SMT, engaging with councillors and officers on any follow-up.
* Lead the agenda planning process for designated committees and working groups with Departmental Officers, ensuring all meetings are planned and administered with appropriate scrutiny, decision tracking, and qualitative checks. Develop Committee Forward Work Plans, understanding critical decisions needed at key times in the year.
* Develop and maintain effective working relationships and partnerships between and with council departments, member/officer groups and committees, government departments, and statutory bodies relating to democratic services matters.
* Motivate and manage staff assigned to the post holder to ensure effective service delivery and review and implement a proper staff training and development programme.
* Develop, implement, and monitor the Democratic Services training and awareness programme for the Council and lead on the design and delivery of Elected Member development and training, in partnership with HR & OD, including development of a strategy, training programme, induction training, and PDPs.
What you'll need for this role:
* A Degree or postgraduate qualification
* Demonstrated experience of democratic governance processes and committee management in a local authority or complex organization (minimum 3 years, or 5 years if qualification is not met).
* Experience working effectively with internal and external stakeholders to support the delivery of corporate outcomes (minimum 3 years, or 5 years if qualification is not met).
* Experience leading and managing a team to achieve organizational objectives (minimum 3 years, or 5 years if qualification is not met).
* A full current UK driving licence and access to a vehicle, or suitable alternative transport.
