Epping, Essex

Full-Time, Temporary – 37 Hours per Week

2-3 Month Contract

£21.01 PAYE / £26.95 Umbrella per hour

Essex County Council (ECC) are delighted to be supporting Epping Forest District Council is recruiting a Procurement & Contracts Officer on a full-time, temporary basis.

The Procurement and Contracts Officer, will join EFDC on an interim 2-3 month basis whilst permanent recruitment takes place and will have the opportunity to work fully remote following an initial training period and dependant on the business needs*

PURPOSE OF THE JOB:

To provide Procurement and Contract related support and advice to colleagues at all levels of the authority.

KEY RESPONSIBILITIES

Corporate

1. To provide expertise on all matters relating to Procurement and Contracts, offering advice and guidance to staff at all levels.
2. To positively contribute to the goals of the organisation as a member of the Procurement and Contracts Team within the Contracts, Partnerships and Procurement Directorate.
3. To take personal responsibility for ensuring excellent services are provided to internal and external customers.
4. To collaborate positively with colleagues across all Council services and with external partners.

Service

5. To provide subject matter expertise and support to staff at all levels of the authority.
6. To be responsible for making routine decisions regarding issues and processes within their area of expertise.
7. To develop and maintain a high level of subject matter expertise, keeping up to date with any relevant legislative or regulatory changes.
8. To assist with the preparation and execution of Council Procurement processes with a focus on writing contracts.
9. To assist with the drafting of all Council related contract documentation and updating draft contract templates as necessary.
10. Review supplier and framework terms and conditions, negotiating where required to ensure compliance with Council policy, mitigate risk and safeguard the Council.

12. Duties and responsibilities should be regarded as neither exclusive nor exhaustive as the post holder may be required to undertake other reasonably determined duties and responsibilities, commensurate with the grading of the post, without changing the general character of the post.

SKILLS, KNOWLEDGE, ATTRIBUTES

Education

13. Good standard of education.
14. Procurement and/or Contracts related qualification, demonstrable work experience or willingness to undertake subject specific training.
15. A good understanding of safeguarding issues commensurate with the role.

Experience

16. Has worked in a similar role within an organisation of comparable scale and complexity.
17. A demonstrable track record of providing an efficient, effective, confidential and professional service.
18. Experience of working in Procurement and/or Contracts, preferably within a Local Authority setting.
19. Experience of drafting and reviewing contracts and supporting the full contract lifecycle

Knowledge & Skills

20. Strong inter-personal and communication skills, including the ability to establish positive working relationships with key stakeholders and partners that generate confidence and respect.
21. Articulate and confident in communicating at all levels within and outside of the organisation.
22. Proven IT skills, using MS Office and service specific software to a high standard.
23. Extremely high attention to detail.
24. A thorough understanding of Council financial and procurement processes.
25. A reasonable understanding of the current issues facing local government.
26. Well organised and able to cope with heavy workload, using initiative to plan ahead, set and reset priorities, dealing with ever changing demands.
