Lead the commercial and contractual dimension of Rugby Borough Council’s Housing Repairs & Maintenance service (within the Housing Revenue Account), driving cost efficiency, procurement compliance, and high service standards through contract management. chain.

Key Responsibilities
•Commercial & Financial Leadership
•Oversee budget planning, cost forecasting, and financial reporting for housing and maintenance teams.
•Manage variations, contract change control, price increases and risks associated with public contract regulations 2015
•Track and manage budget versus actual spend, ensuring contract compliance on prices/effective monthly review of invoices
•Support the material and contractors costs to ensure spend is kept within budget
•Contract & Supplier Management
•Lead on material procurement in line with agreed tendering policies and procedures and authorised within Financial Regulations
•Administer contracts supporting in-house teams in the management of their external suppliers, ensuring quality, compliance, and adherence to KPIs.
•Develop and deliver procurement strategies to ensure compliant routes to market, working in in partnership with the procurement and operational team.
•Review and maintain an effective catalogue management system for all suppliers.
•Work across operational teams to assist in proactive management and control of van stock
•Undertake analysis of Electronic Van Stock usage and align to on contract spend
•Lead on the assessment and appraisal of new and existing suppliers.
•Risk & Compliance
•Mitigate financial and contractual risks.
•Ensure all products purchased meet operational requirements and specifications.
•Monitor trends, product recalls due to failure and proactive invoking of warranties on material and component partsCollaborate with the Housing Maintenance Specialist and Asset team to ensure regulatory compliance.
•Team & Stakeholder Coordination
•Mentor contract supervisors and officers to ensure strong contract management within the directorate
•Proactively manage supplier relationships, providing ancillary support to the operational delivery teams.
•Responsible for all post-contract Supplier Relationship Management activities.
•Performance Improvement
•Benchmark cost structures and performance against regional/local data.
•Working with Operational teams, continually strive to rationalise material usage and minimise and eliminate off contract spend.
•To review current ordering processes in line with Quality Management systems
•Develop innovative delivery solutions to meet a 24/7 operational maintenance business.
•Identify efficiency opportunities, including energy/carbon saving initiatives and social value opportunities

Qualifications & Experience
•Proven commercial management within social housing or building maintenance.
•Applicants should ideally be MCIPS Chartered Institute of Procurement and Supply
•Substantial experience of managing supply chain on scale and proven track record of delivering value for money savings and service improvements.
•Strong skills in budgeting, forecasting, and financial analysis.
•Experience managing various forms of contract
•Proficient level of IT skills, including Microsoft Office 365 and Microsoft Teams
•Highly numerate and articulate with strong financial acumen
•Excellent report writing and language skills and the ability to communicate effectively with stakeholders both externally and internally
•Strong understanding of and responsibility for governance and risk management of supply contracts.
•Builds and maintains relationships with internal and external customers. Understands and anticipates the needs of customers. Acts to address customer needs and strives to exceed customer expectations.
