Job Summary
Estates Manager (Minor New Works & Contracts)
Band 7 | Salary £47,810 - £54,710 per annum
Working pattern Full time, 37.5 hours per week
Responsibilities
* Take the lead on planning the delivery of contracted maintenance works across all Estates requirements. Co-ordinate maintenance works in a joined-up plan with the Estates Manager (EMT) to optimise resources, meet targets and deliver to the highest standard.
* Develop plans to address backlog maintenance and, within available resources, ensure the Estate supports safe and outstanding patient care.
* Lead the development of short, medium and long-term delivery plans for managing the operation and maintenance of the estate, including Planned Preventative Maintenance (PPM).
* As lead manager, ensure contractors meet legal, statutory and health and safety requirements relating to checking and maintenance of fire safety and related systems.
* Manage the Project Manager and Business Support Team; act as a role model, engage positively with the team, and support them to perform to consistently high standards using appropriate leadership and coaching techniques.

Job Description & Responsibilities
* Take the lead on operational management of all contracted minor works which may include gas, fire, buildings, and electrical; ensure activities are delivered in accordance with Trust policies, best practice and statutory requirements.
* Manage procurement exercises in accordance with established procedures. Put in place contract specifications and documentation. Monitor delivery against specification and address issues promptly.
* Review contract arrangements to secure improved value for money, including with energy contracts, working with the Environmental Sustainability Officer.
* Consult with clinical teams to ensure contractor delivery is safe and does not impede or disrupt care and treatment.
* Within its area of responsibility, ensure specialist services and equipment used to deliver patient care are maintained, tested and commissioned per statutory standards; instruct relevant authorised personnel where necessary.
* Ensure mechanical requirements are delivered to high quality and compliance standards including decontamination; heating; ventilation; hot and cold water; lifts and hoists; fuel storage and distribution; generators.
* Collaborate with the Head of Estates, Compliance Officer, Fire Safety and Security Officer and others to ensure delivery on all statutory, mandatory and legal compliance matters.
* Prepare estimates, designs and specifications for maintenance or plant replacement schemes and undertake Clerk of Works duties where required.
* Ensure electrical requirements, including wiring, equipment safety, security and detection systems, are met to high quality and compliance standards.
* Ensure building requirements are met to high quality and compliance standards including structure, roofing, drainage, fenestration, security and grounds.
Person Specification
Essential
* Degree/HNC/HND level qualification in related discipline (Estates, Building or Engineering or equivalent)
* City & Guilds (or equivalent) certification in Electrical or Mechanical
* Commitment to undertake further training and qualifications aligned to the job role
* Managing Estates capital and other engineering projects
* Writing risk assessments, implementing safe working practices, etc.
Desirable
* IOSH/NEBOSH health and safety certificate
* Project management certification
* Authorised person for one or more of asbestos/electrical/lifts/ventilation/gas
* Understanding of risk management
* Knowledge of passenger lifts
