This role is an exciting opportunity for an experienced electrical engineer with knowledge of high, medium, low and extra-low voltage electrical systems and equipment to join the Environment Agency’s Standards and Engineering team as a Senior Electrical Engineer. Expertise relating to control systems design and SCADA / telemetry systems would be beneficial.
Overview
You will work within our Standards, Asset Management and Engineering Directorate to influence and shape how we deliver our service into the future. As part of our Technical Authority, you will provide technical engineering leadership and support to the whole organisation to meet our objectives of safe, reliable and sustainable assets and our commitments to net zero carbon.
You will be part of a team that manages, develops and maintains our electrical engineering standards, including our electrical safety rules, for our electrical systems and equipment (HV and LV power systems and control systems) within assets such as pumping stations, water management and flood defence structures and monitoring sites.
You will help develop, deliver and maintain competency and skills guidance for all employees managing or carrying out work on our electrical systems and equipment. You may hold a national incident response role which may be within normal working hours or out of hours.
Team and role context
You will join the MEICA Engineering Standards team in Standards and Engineering, part of the Standards, Asset Management and Engineering department, within the Flood and Coastal Risk Management Directorate. The team provides technical standards, management and leadership across mechanical, electrical and control system activities and collaborates across the organisation.
Responsibilities
* Manage, develop and maintain electrical engineering standards and electrical safety rules for HV/LV power systems and control systems within assets such as pumping stations, water management and flood defence sites.
* Support the delivery of safe systems of work, risk assessments and method statements; oversee testing and isolation of high and low voltage electrical systems.
* Apply a risk-based approach to electrical maintenance philosophies and implementation, including Failure Mode Effects Analysis and reliability processes.
* Draft and publish electrical policy, instructions and guidance; contribute to policy development and governance.
* Provide technical leadership and guidance on control systems design and telemetry/SCADA systems.
* Develop and deliver competency and skills guidance for staff involved with electrical systems and equipment.
* Possess or develop capability in incident response as part of ongoing development; may be required to respond out of hours.
* Collaborate with teams across the organisation to ensure safe, reliable and sustainable assets and alignment with net-zero commitments.
Experience and qualifications
* A good working knowledge of the Electricity at Work regulations and BS 7671 IET wiring regulations.
* A good working knowledge of control systems, including IEC 61508, IEC 62061 and BS EN 13489, and telemetry/SCADA systems.
* Knowledge of high and low voltage generation and distribution systems.
* Experience in the development and delivery of safe systems of work, risk assessments and method statements.
* Experience with testing and isolation of electrical systems and proving dead.
* Strong understanding of risk-based maintenance philosophies and their application, including FMEA and reliability processes.
* Drafting and publishing of electrical policy, instructions and guidance.
* Excellent work management, teamwork and communication skills.
* UK Driving licence.
* Current membership of a recognised engineering institution and registration as a Chartered Engineer with the UK Engineering Council, or evidence of working toward registration with a realistic prospect of registration within 12 months.
