Community Support Worker – Early Help and Wellbeing Team

Permanent, Full Time • Location: Chelmsford • Salary: £25,395 to £32,131 per annum

Closing Date: Tuesday 14th October 2025 at 11.59pm • Interview Date: Tuesday 28th October 2025

Join us as a Community Support Worker in the Essex County Council (ECC) Adult Social Care team.

The Opportunity

ECC Adult Social Care is transforming from long-term care support to a model based on prevention, early intervention, enablement and safeguarding. This role involves enabling people to access information and tools to live independently while meeting growing service demand within ECC’s financial constraints. You will work with Social Workers and Occupational Therapists to deliver bespoke intervention work in line with care plans, and you may manage a caseload and assess risk through direct work within a quality assurance process. A focus of the role is safeguarding vulnerable people in line with ECC statutory obligations.

Experience and Qualifications

* Experience within a social care setting; NVQ/BTEC Level 3 or equivalent is desirable.
* Evidence of continuing professional development and knowledge in a relevant professional area.
* Experience of building strong, effective relationships with adults, their families and carers in challenging situations.
* Experience of undertaking direct, activity-based work with adults.
* Knowledge of legislative and policy guidance applicable within social care settings.
* Proven track record of building working relationships with partners and external agencies.
* A certificate in First Aid and/or knowledge of Sign Language is desirable.

Accountabilities

* Assess social care needs and provide support to vulnerable adults to enable healthy and independent living, upholding professional standards and contributing to service improvement in line with four key principles.
* Contribute to the development of care and support plans that gain commitment to solutions meeting each individual’s needs.
* Collaborate with the placement team to support individuals in commissioning care from appropriate providers; develop Direct Payments where applicable.
* Work within statutory legal frameworks and organisational guidelines (e.g., Care Act 2015, MCA/DoLs/CHC) and determine when statutory intervention is required.
* Highlight safeguarding issues and implement plans to protect vulnerable adults.
* Build strong relationships with clients, families and carers; provide practical advice, support, and advocacy when needed; enable independence and health.
* Collaborate with internal and external professional partner agencies to deliver joint objectives and improve outcomes.
* Provide information and advice on accessing third-party agencies (e.g., benefits, housing, immigration).
* Attend meetings, reviews, case conferences and court hearings as required; provide information, insight and evidence and prepare reports when appropriate.
* Work with annual performance targets within the performance management framework.

Mobility and Other Requirements

The role requires mobility across a wider operational area around the county and beyond, including travel to service users and their belongings. A driving licence and access to a car or other means to meet mobility requirements is essential.

The post may require an enhanced DBS check. If required, you will need to register with the DBS update service and maintain this annually. Further information at https://www.gov.uk/dbs-update-service.

Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults, and expects all employees and volunteers to share this commitment.

Essex County Council is proud to be a Disability Confident Leader and is committed to interviewing all disabled applicants who meet the minimum requirements. We also commit to interviewing all veterans and care leavers who meet the minimum requirements. If you require any reasonable adjustments during the process, please speak to our recruiters.
