Job description


Working directly to the Chief Finance Officer, the G7 Visitor Levy lead will manage the finance element of the introduction of the Visitor Levy/National Registration programme within WRA.

The individual will ensure that they are the key point of contact within the wider VL/NR programme for all financial matters, and ensure this is disseminated to the wider Finance team. The post holder will attend the VL Programme Board, and ensure that all financial matters are considered.

The individual will need to demonstrate excellent stakeholder engagement in developing and implementing the "financial" elements for the rollout of VL/NR and the ability to translate the "finance" requirements into a viable option. In addition the postholder will be responsible for the development and implementation of efficiencies that will lead to more "automation" throughout the finance processes. Ensuring that these efficiencies are consistent with future expected changes for the organisation.

The post holder will report to the Chief Finance Officer as part of their Senior Team and will be a "stand in" to the Deputy CFO and represent them on the WRA board and committees as required. The post holder will have an opportunity to manage and present financial information and reports including at board level.

As this is a small specialist organisation the post holder will need to be flexible in their approach and work with others at different levels to achieve the effective outcomes required. The finance team has a culture of continuous development and improvement.

Person specification


This is a rare opportunity to be directly involved in the establishment of a brand new programme within the WRA with full responsibility for the development, implementation and maintenance of a finance function that is fit for purpose to support the 2 new programmes.

* Lead the finance element for the implementation of Visitor Levy (VL)/National Registration (NR) programmes within WRA, ensuring that the policy/implementation is fit for purpose and aligns with the financial requirements of WRA.
* Ensure that all financial activity adheres to financial regulation, legal and governance requirements for the WRA.
* Ensure that the new "VL/NR system/requirements" are in line with finance requirements. Safeguarding the integrity of the accounting processes and procedures in the finance system.
* To oversee the VL/NR budgetary requirements, co-ordinating the information for budgets/forecasts ensuring that they match the latest assumptions, and that any risks are highlighted to the Head of Finance/CFO.
* To liaise with internal/external stakeholders to ensure the system is "fit for purpose".
* To review the current finance processes and identify opportunities for efficiencies/changes in process etc. To lead on the development and implementation of these changes.
* To review the current financial system and compare it to other systems available. To ensure in the longer-term it is suitable for the WRA and to report this information back to the Chief Finance Officer and Head of Finance.
* To assist with any other finance tasks as required (For the wider finance team).
