What's involved with this role: Job Title: Licensing Policy Officer Ref: N Devon 5271061 Pay rate: £34.00 per hour PAYE Hybrid working – the post involves physical inspections You will need a valid driving licence, and access to a motor vehicle with relevant insurance for business purposes. The role: Our client is looking to appoint a proactive and self-motivated Licensing Officer competent to undertake animal licensing inspections. You will play a key role in promoting public safety and animal welfare through the delivery of an efficient and effective licensing regime. While the primary focus will be on animal licensing, the role will also cover other areas including taxi licensing (hackney carriage and private hire), alcohol and entertainment, and gambling. The role will be proactive in terms of regulation, with the need to inspect, risk rate, and actively investigate customer requests and complaints. The successful applicant will have a positive ‘can do’ attitude, and demonstrate experience in enforcing legislation. You need to be confident and effectively communicate with different audiences and liaise with other enforcement bodies, veterinarians etc. This position will require strong interpersonal skills and a high level of organisational skills to manage a diverse workload. Key Responsibilities Carry out animal licensing inspections and assess premises in line with statutory requirements Undertake inspections, risk assessments, and investigations across a range of licensed activities Respond to service requests and complaints, ensuring appropriate follow-up action is taken Apply regulatory sanctions and provide sound advice to licence holders and stakeholders Prepare reports, compile evidence files, and present information in legal proceedings where required Liaise with external bodies, including enforcement agencies and veterinary professionals Communicate effectively with a wide range of audiences, demonstrating diplomacy and professionalism Maintain accurate records and ensure compliance with data quality standards. Manage a varied caseload, demonstrating strong organisational skills and the ability to prioritise effectively Make decisions confidently within agreed frameworks and escalate as appropriate What the client is looking for: Up-to-date knowledge of licensing laws and guidance. This includes the Licensing Act 2003, Gambling Act 2005, taxi licensing, and animal welfare licensing Knowledge of relevant codes of practice, guidance documents, and reliable industry advice Understanding the principles of intelligence-led enforcement A BIIAB Level 2 Award for Licensing Practitioners (Alcohol and Gambling) qualification or have equivalent experience A Level 3 certificate (or equivalent) recognised by Ofqual. This must cover animal welfare licensing, all licensable activities, and include a practical element At least 4 GCSEs at grade C or above, including English and Maths Experience in an enforcement role Solid understanding of PACE and its use in local government Confident using IT to support licensing administration Experience in delivering licensing functions within local government Ability to apply theoretical knowledge to practical situations. This includes licensing, investigations, and compliance procedures Achievement of the core competencies for regulators, as set out by the Better Regulation Delivery Office Committed to quality service, customer focus, and equal access to services Strong verbal and written communication skills and interpersonal skills Confident and skilled in handling difficult or sensitive situations How to Apply Quote the Job Title and Reference Number in your application.
