Strategic Commissioning Manager
Plymouth City Council is seeking an experienced Strategic Commissioning Manager to provide senior leadership across Care Homes, Home Care and Extra Care Housing. This high‑impact position is responsible for shaping commissioning strategy, driving innovation, and ensuring that services deliver improved outcomes, better value for money, and a sustainable, high‑quality care system for residents. Working closely with operational teams, providers, NHS and system partners, you will shape and deliver major service transformation and redesign programmes. You will also manage a team of commissioning officers, championing the vision of the service and supporting them day to day.
In the role of Strategic Commissioning Manager (Care Market), you will work closely with the Directors for Integrated Commissioning and Adult Social Care and report direct to the Head of Commissioning. The role holds delegated authority for high‑value, complex commissioning activity, including procurement, contract management and market development, ensuring services are safe, effective, sustainable and affordable.
Key Responsibilities Include
* Leading commissioning strategy and programmes within a tight financial envelope
* Developing and delivering Market Sustainability Plans
* Driving quality improvement, productivity and Best Value
* Leading procurement, contract award, mobilisation and de‑commissioning
* Providing assurance to senior leadership and elected members through robust performance and financial oversight
* Directly managing a team of commissioning officers and supporting, more widely, teams across the service
