Responsible for the efficient and effective management of a service delivery area, by planning, organising, monitoring, quality assuring and controlling services to ensure the delivery of high-quality pre-hospital care by competent, motivated employees/clinicians. To ensure safe, efficient and appropriate clinical care is provided to all service users, being a clinical and subject matter expert in remote clinical care and represent the Trust where required by His Majesty’s Coroner (HMC).
The post holder will have responsibility for providing direct line management to Operations Quality managers, with accountability for the management of a team of clinicians who support Integrated Care and EMS Coordination quality and audit functions. This level of managerial responsibility is to include providing visible leadership across the department.
Achieve and maintain Trust key performance targets, which will include achieving financial balance and identified savings plans within the post-holder’s area of responsibility. To have responsibility for, and to advise the Service Manager, on all aspects of the efficient and effective management of service delivery.
Main duties of the job
To oversee an Operations Manager and team of clinicians within the Operations Quality service area, providing leadership and management support, including line management responsibility.
To support the Trust's status as an Accredited Centre of Excellence for its use of ECNS and to ensure the organisation is meeting internal and external quality and performance requirements.
To oversee investigations for complaints, concerns and coroners relating to the Integrated Care service to feed into wider Operations Quality investigations and which meets the PTR Tier 1 Target.
To represent the Trust at coroner's court in relation to the Integrated Care service (111 and CSD), presenting investigation findings, giving assurances on policy and process and, where required, ensuring individual and organisational learning is shared addressed and share appropriately with Integrated Care managers.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge
Essential criteria
 * Registered healthcare professional e.g. paramedic or nurse Knowledge of health service management to Masters level achieved through professionally related qualifications and/or relevant experience.
 * ILM Level 4 in Leadership and Management.
 * Required to have the knowledge and expertise fo undertake the Tactical/Contact Centre on Call role.
 * Evidence of continued professional development.
Desirable criteria
 * ECNS certified by the International Academies of Emergency Dispatch (IAED) or willing to work towards.
Experience
Essential criteria
 * Previous experience working in health or public services.
 * Demonstrable achievement in managing service delivery.
 * Experience of developing and maintaining effective partnerships with stakeholders in the redesign of services.
 * Experience of managing capacity and demand activity/workforce planning.
 * Experience in complaint management.
 * Experience of successfully managing change, translating strategy to operational plans and tactics.
Desirable criteria
 * Experience in modernising services
 * Experience of using Integrated Care systems in line with required processes and procedures.
 * Experience of attending Coroner’s Court representing their department/organisation.
