Indirect Procurement Manager - Public Secotor
Location: Birmingham (Snowhill) – Hybrid
Rate: £500–£525 per day (Inside IR35)
Working Pattern: Hybrid – 3 days per week in the office
Contract Length: 3 months initially, with extensions highly likely – start ASAP
We are recruiting a Procurement Manager to join the Corporate Procurement Team for the organisation responsible for delivering High Speed Two (HS2). This is a government-funded programme, operating under public sector procurement regulations, including Find a Tender / OJEU.
Role Overview
You will be responsible for the end-to-end procurement of professional consultancy services, including (but not limited to):
* Namely Professional Services - Consultancy services – HR, Legal, Accountancy, Audit, IT professional services
All procurements will be delivered through direct call-offs from established frameworks, such as Crown Commercial Services (CCS), G-Cloud, ESPO, and similar.
You will work within the Corporate (Indirect) Procurement Team, which is a 16-person function responsible for procuring all HS2 Ltd contracts above £10k that are not construction- or train-related. The role involves managing multiple procurement projects simultaneously, typically valued between £200k and £5m.
You will take full ownership of your assigned procurement projects, managing them from inception through to contract award, at which point responsibility will transfer to the Contract Management team.
Key Responsibilities
* Deliver end-to-end procurement projects in line with internal governance and public sector regulations
* Develop and manage procurement documentation and approvals
* Conduct framework call-offs and mini-competitions
* Lead stakeholder engagement across the business
* Ensure compliance with UCR / PCR requirements
Skills & Experience Required
* Proven experience as an Indirect Procurement Manager within the public sector
* Strong knowledge of OJEU / Find a Tender, UCR, and/or PCR regulations
* Demonstrable experience managing call-offs from procurement frameworks such as CCS and ESPO
* Experience delivering procurements independently across the full procurement lifecycle
* Background in indirect procurement categories, particularly Professional Services (HR, Legal, Audit, Consultancy) and/or IT services
* Ability to work autonomously with minimal supervision
* Excellent stakeholder management and communication skills
